- The U.S. Army Robert Morris Acquisition Center intends to award a single Firm Fixed Price contract to Calspan-UB Research Center, 4455 Genessee Street, Buffalo, NY, 14225-1928 on a basis of other than full and open competition [reference FAR Subpart 6.302-1 (b)] for testing services to test chemical agent and simulant of chemical protective (CP) fabric samples to learn if substitution of simulant for agent is justified. The aim is reduced cost for CP uniform testing. The same test procedures in standard AVLAG cells (TOP 8-2-501) are used for this comparison. Besides previous HD agent and methyl salicylate (MeS) simulant vapor tests, tests with GD agent vapor and MeS liquid drops are required. AVLAG test cells supplied by Natick as GFP shall be used for 24-hour vapor challenge/vapor penetration tests by procedures of TOP 8-2-501; additionally, cell-leak shall be tested and corrected. A vapor concentration of 110-115 mg/cu meter and face velocity 55-58 cm/min shall be used. The Natick Automated Drop Dispenser Instrument (NADDI) supplied by Natick as GFP shall be used for 8-hour tests with liquid drops challenge/vapor penetration as described in TOP 8-2-501. Only penetrating vapor need be reported. The thickened drop shall be approximately 5 mg, applied by hand. Sequence of test runs shall follow item order required for regeneration by Natick if applicable. Samples will be supplied by Natick. Previously, a simulant -- agent testing contract was awarded to Calspan (Veridian) for vapor sorption/breakthrough measurement in a specialized apparatus set up for AVLAG cells using simulant and regenerated samples to maximize accuracy, to match testing at Natick, and by testing with agents on well studied samples, to assure quantitative comparison of simulant and agents. The further agent and liquid simulant tests of this request for services will complete the range of airborne chemical warfare challenge conditions that are used to assay chemical protective uniform material. No other known surety testing facility can satisfy these requirements. No quotation document is available.
