- Description
- The US Environmental Protection agency intends to award a purchase order under simplified acquisition procedures to Petros Koutrakis, Harvard School of Public Health, Department of Environmental Health, 665 Huntington Avenue, Boston, MA 02115. Petros Koutrakis, Ph.D., Professor of Environmental Sciences, heads a research group within the School of Public Health that has designed, constructed, and marketed the only high-volume system for concentrating ultra fine particles that includes a two-stage slit-nozzle virtual impactor concentrator. This is the only Ultra fine Concentrated Air Particles System (UCAPS) commercially available today that meets our requirements because 1) condensational growth takes place at ambient temperature, with a precisely controlled steam humidification system; 2) reshaping of ultra fine particles to original sizes using a high-capacity fully automated system is performed; and 3) a large array of sensors and feedback controls are included. The EPA has identified Petros Koutrakis as the only organization with the necessary background knowledge and expertise to perform the task within the prescribed time frame, i.e., FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements". Interested parties who can meet the above requirements may submit qualification statements no later than 15 days after the date of this publication.
