Description
This procurement is for the solicitation of a Two-Phase firm fixed price contract for the F-22 Facilities, LANGLEY AIR FORCE BASE, VIRGINIA. The project involves the construction of an Airfield Lighting Vault, Fire Pump House, Squadron Operations/AMU 6 Bay Hangar, Base Operations Facility, and a Low Observable Composite Repair Facility. The Squadron Operations/AMU 6 Bay Hangar will be constructed on the site of the existing Hangar, Building 754, which will be demolished as part of this project. The work includes concrete, structural steel, special pile foundations, standing seam metal roof, insulated metal panel wall system, precast concrete, brick and block masonry, low-level high-expansion foam fire protection system, wet-pipe sprinkler system, overhead radiant heat system, conventional HVAC system, special HVAC system for paint curing, facility security and alarm systems, LAN system, interior/exterior electrical systems and site work (utilities, parking lots and airfield pavements). Also included as an option is the construction of two additional Squadron Operations/AMU 6 Bay Hangars. THERE WILL BE A MANDATORY PREPROPOSAL CONFERENCE HELD ON SEPTEMBER 5, 2001 AT LANGLEY AIR FORCE BASE, HAMPTON, VIRGINIA; Specific Building and Time to be published in Solicitation. Requirements for the technical Source Selection factors are as follows: PHASE ONE (1) Past Performance (2) Project Planning, and (3) Small Business Subcontracting Effort. PHASE TWO CRITERIA is Price Proposals. Up to five proposers will be selected in PHASE ONE, only these successful proposers will take part in PHASE TWO of the evaluation process. Offerors will be evaluated on both technical and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE IN STEP TWO WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. The receipt date for PHASE ONE is October 22, 2001. The magnitude of construction is estimated to be between $25,000,000.00 and $100,000,000.00. The project duration is 760 days for the base contract. The duration of each option is 548 days from the award date of the option. THIS IS AN UNRESTRICTED PROCUREMENT. NAICS CODE 233320 applies to this procurement.
