- Description
- 1. The proposed contract is for non-personal services as a Russian Language Instructor/Course Developer (Arms Control). 2. The Contractor will provide the necessary non-personal services to develop course materials, conduct classes, and provide other instructional work to enhance the language abilities of students at the Foreign Language Training Center, Europe (FLTCE). Instruction is primarily conducted at the intermediate and advanced levels. The Contractor will be required to provide up to 35 hours of intensive Russian instruction a week. Instruction will be performed Monday Friday, except on recognized U.S. holidays, for as much as 7 contact hours with students in class a day. Instruction may be for more than one of the activities specified on any day or during any week, but will not exceed 7 hours a day or 35 hours a week. The Contractor will research, prepare and deliver classes and lectures on topics (e.g. military, military terminology, interpreting, government, history, economics, customs, etc). The Contractor will conduct up to 15 two-week Consecutive Interpreting Technique Courses annually. The Contractor will be required to provide up to 4 hours of classroom instruction on this topic a day. The class size will typically range from 2 6 students. The Contractor will conduct up to 4 three-week "Open Skies" Courses annually. The Contractor will be required to provide up to 2 hours of classroom instruction on this topic a day. The class size will typically range from 2 6 students. The Contractor will conduct up to 5 two-week "Conventional Forces Europe" (CFE) Courses annually. The Contractor will be required to provide up to 4 hours of classroom instruction on this topic a day. The class size will typically range from 2 10 students. The Contractor will conduct up to 600 tutorial contact hours annually. This may be either with an individual student or a group of students. The course listed above may run simultaneously, but the Contractor will not be required to deliver more than 7 contact hours with students a day. 3. It is mandatory that the Contractor possess the following minimum qualifications. Have fluency in the Russian language with the ability to read, write, and speak at a level consistent with a person indigenous to Russia. Language should be at the 5-level as determined by US Government Interagency Language Roundtable (ILR) skill level description. The government, at its own expense, reserves the right to test as well as to choose the method of testing. Have a working knowledge of English sufficient to fulfil the requirements of this contract. Language should be at the 3-level as determined by US Government ILR skill level description. The government, at its own expense, reserves the right to test as well as to choose the method of testing. Be a graduate of a 5-year University program (or US Masters degree equivalent) in teaching Russian/Russian as a Foreign Language or Translating and Interpreting Russian/English and English/Russian. Military or Civilian schooling is accepted. Have cumulative personal and work experiences of at least 5 years in the Countries of Central/East Europe, FSU/C.I.S. Experience must be as a resident living and working as an adult within the system. Have demonstrated experience working with current Arms Control Treaties. Have experience as a trainer or educator with at least 600 hours teaching Translating and interpreting to adults. Must have taught in a post-secondary educational institution, e.g. University or military school. Experience may be either civilian or military related or any combination thereof. The 600 hours need not have been consecutive but must have been within the last five years. The government's intent is to acquire instructors experienced in adult education in an intensive academic environment. Have experience with automated word processing sufficient to fulfill the requirements of this contract. 4. Documentation supporting the above minimum qualifications is required. This can be in the form of academic records/diplomas, military records, residency documents, etc. 5. Additional Considered Qualifications: Offerors with two years experience in developing instructional materials for teaching Military Science, Treaty Verification courses, and/or Translating and Interpreting at the university level will be rated higher than those without this experience. Offerors with at least 5 years of military service as a commissioned officer in the Armed Forces of the FSU/CIS will be rated higher than those without this service. 6. The proposed contract will support the George C. Marshall European Center for Security Studies, Garmisch-Partenkirchen,Germany. 7. The period of performance follows and is Subject to Availability of Funds in accordance with FAR 52.232-19: Basic Contract with two, one-year option eriods: Basic Contract 1 Oct 01 through 30 Sep 02; Option Year One: 01 Oct 02 through 30 Sep 03; Option Year Two: 01 Oct 03 through 30 Sep 04. 8.
