Description

The National Imagery and Mapping Agency intends to make an award on a sole source basis to RadarSat International (RSI) for the purchase of Landsat-7 (L-7) Enhanced Thematic Mapper+ (ETM+) products. The L-7 ETM+ products will meet the following specifications: 1. Spatial accuracy of +/-50 meters Root Mean Square (RMS)or better without use of ground control points or NIMA-supplied digital elevation models. 2. 9 band (i.e., 1, 2, 3, 4, 5, 6a, 6b, 7, & 8). 3. Single resampling throughout the processing chain to retain radiometric accuracy. Resampling options should include at least Nearest Neighbor & Cubic Convolution. 4. Must be newly acquired 5. Must provide worldwide coverage. Delivery shall be within 10 calendar days after placing the order with the service provider for images that have already been downlinked. License of delivered product must be Unrestricted in accordance with the following excerpt from NIMA's new license model: "Permits distribution of the source data and derived products to any entity or person. The unrestricted license (including unlimited reproduction and distribution) will pass through to all those who acquire the imagery and/or imagery products." (The product will retain the vendor's copyright.) Authority for this procurement is FAR 6.302-1(a), 10 U.S.C. 2304(c)(1). There is no Solicitation document for this acquisition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responsible sources that are interested in this procurement may respond by providing clear and convincing information that identifies their ability to provide the product.
