- Description
- It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source basis with The Lewin Group Inc., Falls Church, VA for the period of September 1, 2001 through September 30, 2002. This procurement will provide the services of Dr. Clifford Goodman, a Senior Scientist with the Lewin Group, a health care policy and management consulting firm, to conduct an update and revise his monograph TA 101: Introduction to Health Care Technology Assessment residing on the NLM/NICHSR web site at: http://www.nlm.nih.gov/nichsr/ta101/. Dr. Goodman will be: (1) revising and updating the monograph TA 101 and (2) working with NLM staff to prepare the revised version for distribution on the World Wide Web (WWW). Dr. Clifford Goodman developed the original manuscript for TA 101 for a state-of-the-art conference, "Technology Assessment: a Tool for Technology Management and Improved Patient Outcomes," held in January 1995 in Washington DC, sponsored by the Health Services Research and Development Service (HSR&D) of the Department of Veterans Affairs (VA). As author of the original and revised document, Dr. Goodman is the only individual qualified to produce a thoroughly revised and updated electronic edition of TA 101. Dr. Goodman is a recognized expert in the field of healthcare technology assessment. His work primarily is technology assessment of drugs, medical devices, procedures, and systems in health care, as well as issues pertaining to technological innovation. As a National Research Council Fellow and later as director of the Council on Health Care Technology, he managed a series of technology assessment projects at the Institute of Medicine of the U.S. National Academy of Sciences. Dr. Goodman is a board member of the International Society of Technology Assessment in Health Care (ISTAHC) and a member of the ISTAHC International Scientific Program Committee. He has taught numerous courses on healthcare technology assessment including a recent course at the ISTAHC annual conference in June 2001. He received an A.B. at Cornell University, a master's degree from the Georgia Institute of Technology, and a doctorate from the Wharton School of the University of Pennsylvania. The proposed acquisition will be procured under FAR Part 13 -- Simplified Acquisitions. This notice of intent is not a Request For Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional service as stated above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
