- Purpose: The General Objective of this procurement is to provide necessary background on religion and mental health, and faith-based initiatives for mental health services to help successfully implement President Bush's Faith-Based and Community Initiatives Executive Order and provide technical assistance to faith-based programs seeking federal funding. Specific Objective=20 The Specific Objective of this procurement is to produce a White Paper that sets forth a review and summary of the literature on religion and mental health, and describes models for the provision of mental health services through faith-based organizations. The Contractor shall furnish the necessary personnel to perform the work set forth below. All work under this project shall be monitored by the Government Project Officer (GPO). All reports and other materials produced under this project shall be the property of the Federal Government, which includes the Center for Mental Health Services (CMHS) and the Substance Abuse and Mental Health Services Administration (SAMHSA). SAMHSA or CMHS may utilize, print or disseminate such material without further charge. The Contractor shall receive appropriate attribution as author of these reports and/or other materials. Note: Whenever possible, to make the most efficient use of CMHS time for review of written deliverables, the Contractor shall e-mail them to the Project Officer. Final written deliverables will be provided on a 3.5 diskette in Word Perfect 6.1, 8 or 9 for Windows, as well as in two hard copies, via messenger or Federal Express at contractor's cost. TASK 1: The Contractor shall telephone the Project Officer and schedule an appointment or teleconference to discuss project requirements and specifics. Within two weeks after this meeting/teleconference, the Contractor shall submit a complete and detailed work plan to meet specific tasks. The Contractor shall provide a progress report to the Project Officer 1 time per month during the completion of the tasks called for under this procurement. Progress reports will be submitted by E-mail on the second Monday of each month and will include accomplishments to date. TASK 2: The Contractor shall conduct a thorough review of the literature on religion and mental health, and obtain information on existing faith-based organizations currently providing mental health services. The search shall include, but not necessarily be limited to, computer searches of the PsychInfo and Medline data bases. The Contractor shall also consult experts identified by the Project Officer and others who can assist with outlining and understanding the issues related to religion and mental health and faith-based mental health services. Based on the results of these searches and conversations, the Contractor shall construct a preliminary outline of the paper and submit it to the Project Officer for review and comment. TASK 3: The Contractor shall prepare a White Paper that analyzes the current status of the literature regarding religion and mental health and faith-based initiatives for mental health services. The White Paper will take a broad approach covering all aspects of religion and mental health (particularly as it relates to various types of mental health services; i.e, psychotherapy, psychopharmacology, etc.) The White Paper will describe model programs, and it will make recommendations regarding barriers for faith-based organizations to provide mental health services. Additionally, the White Paper will make specific policy recommendations to the Project Officer regarding steps the Federal Government can take to remove barriers for faith-based organizations to provide mental health services, and describe the positive and negatives aspects of providing mental health services through faith-based organizations. The Contractor shall submit a draft of this paper to the Project Officer for review and comment. TASK 4: The Contractor shall revise the draft of the White Paper based on the feedback of the Project Officer and shall provide a final draft of the paper to the Project Officer.
