Background "This is a combination solicitation/synopsis For commercial services to be performed at Wright-Patterson Air Force Base, OH 45433-5653.Period of Performance is 1 Nov 01 -- 30 Sep 02. Four one-year (365 days) options may be awarded. NAIC code 213112 size standard $5M. Proposed acquisition is 100% set aside for small business. A Firm Fixed Price Purchase Order is Contemplated to furnish all personnel, equipment, tools, materials, vehicles, supervision and other items and services necessary to perform all operation, maintenance and repair services and technical oversight of construction for all components of the natural gas distribution systems tasks and functions as required in the Statement of Work. The site of the work is various buildings at Wright-Patterson Air Force Base, including Areas A, B and C, Page Manor Housing, The Air Force Museum, Woodland Hills Housing and Heating Plant Bldg 20770. All work shall comply with the Requirements of 49 CFR Part 192- Transportation of Natural and other Gas by Pipeline: Minimum Federal Safety Standards and the Dept of Transportation's "Guidance Manual for Operators Of Small Gas Systems" (GMOSGS). The Statement of Work, Performance Questionnaire, Schedule page (to be filled in by the offeror) and the wage determination are available on the internet at http://www.pixs.wpafb.af.mil The following paragraphs (a) thru (d) are supplemental instructions (addendum to provision 52.212-1) to offerors for development of quotes. (a) Purpose: These instructions prescribe the format of the quote and describe the approach for the development and presentation of quoters' data. They are designed to ensure the submission of information essential to the understanding and comprehensive validation of quotes. The instructions permit the inclusion of any additional data or information the offeror deems pertinent. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government intends to make any award based on initial quotes received, without discussions of such quotes. (b) Quote Format -- Please return the Following: (1) Technical Quote, 15 page limit (3 copies) (2) Past Performance Information, 3 page Limit (1 copy ) (3) Completed Price Quote to include Schedule and fill-ins attached hereto. 3 page limit (1 copy) Quotes shall be submitted to: ASC/PKWOSA Area C, Building 109 (Room 109) Attention: Lyn Kottman, 1940 Allbrook Dr. Suite 3 Wright Patterson AFB OH 45433. (c) Technical quote: Offerors shall ensure That the technical quote fully addressed each aspect of the specification. No cost or pricing information shall be included in the technical portion of the quote. Your technical portion of the quote will describe the capability of your organization to provide the requirements of the order, it should be specific and complete. (d) Past Performance: The Offeror shall Submit A Present/Past Performance Reference List citing the contract number, name, phone number and fax number of point of contact, dollar value of contract and period of performance on three recent and relevant contracts for the same or similar service. The offeror will submit a copy of the Present/Past Performance Questionnaire (attached to this website) to each of the three references with instructions to send completed questionnaires to Lyn Kottman at the address listed above Or fax to (937) 257-3926. The Government Will use information submitted in the Questionnaire as well as other sources to Conduct its performance survey. (e) Price: Please fill in your quoted prices on the Schedule which can also be found on this web site. Solicitation provisions at FAR 52.212-2 Evaluation of Commercial Items are hereby Incorporated by reference. Evaluation Criteria to be included in paragraph (a) Of provision 52.212-2 are as follows: Technical , Past Performance and Price are equal. Site Visit: A site visit has been scheduled For 02 August 01 at 9:00 AM EST. Submit the names of all attendees (not to exceed two) no later than noon on 30 Jul 01. A representative will meet attendees and provide transportation to the site. The complete quote package including the Technical portion, the Prices quoted on the attached schedule sheet and completed Past Performance Questionnaire are due 16:00 PM EDT on 10 August 01 and must be submitted to Lyn Kottman, ASC/PKWOSA 1940 Allbrook Drive Suite 3, Wright Patterson AFB OH 45433- 5309. NO HARD OR ELECTRONIC COPIES OF THIS SOLICITATION WILL BE ISSUED. The following clauses and provisions apply: 52.212-1 and 52.212-3. Clause 52.212-4 and 52.212-5 shall be included with any award. 52.204-6, Data Universal Numbering System (DUNS) Number and 52.232-33, Payment by Electronic Funds Transfer are hereby incorporated by reference. 252.204-7004, Required Central Contractor Registration is hereby incorporated by Reference. Contractors must be registered in CCR prior to award for solicitations issued after 31 May 1998. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, Or potential offerors, during the quote development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the ombudsman does not Participate in the preparation of solicitations, the evaluation of quotes or the source selection process.
