Description

This is a notice of intent by the Federal Highway Administration (FHWA) on behalf of the Federal Motor Carrier Safety Administration (FMCSA) to negotiate and award a sole-source contract to Commercial Vehicle Safety Alliance CVSA) to provide technical expert services to evaluate the covert operations and determine and assess the need to impose mandatory covert operations nationally. CVSA is the only existing organization that has the experience, personnel and resources to bring together the State commercial motor vehicle law enforcement agencies to conduct this research effort.
