- Provide all labor, material and equipment necessary to perform dockside repairs to the USCGC Gallatin (WHEC-721) including, but not limited to the following base and option items: (1) Overhaul Vaneaxial Fan/Motor Assemblies, (2) Clean Shipboard Ventilation Systems, (3) Renew Ventilation Ducting, (4) Renew Deck Covering Systems, (5) Overhaul Anchors and Anchor Chains, (6) Overhaul Chain Locker, (7) Renew Salt Water Piping, (8) Clean and Inspect Both Ship?s Service Diesel Generators, (9) Renew Pilot house Windshield Wiper Assemblies, (10) Install 40 Hz Helo Service Line Power Conditioner, (11) Remove Lube Oil Shell and Tub Heat Exchangers and Install Plate Heat Exchangers, (12) Ventilation Ducting Modifications, (13) Clean and Inspect Various Tanks, (14) Incinerator and Sludge Tank Installation, (15) Replace two flight deck high heat area safety net assemblies, (16) Provide Temporary Onboard Dining, and (17) Provide Temporary Logistics. The vessel is a 378-foot High Endurance Cutter. The vessels homepier is located in Charleston, SC. The place of performance for this vessel?s will be the vessels home pier. The performance period will be 70 calendar days with a start date on or about 5 November 2001. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. Drawings are available on CD-ROM, free of charge to contractors. However, a non-refundable charge of $150.00 is required in the form of a certified check or money order made payable to the U.S. Coast Guard, for printed copies of the drawings. All other referenced documents are available for viewing at 300 E. Main Street, Suite 600, Norfolk, VA. Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before, or after the bid opening/closing date. All businesses, large and small, are encouraged to submit bids for the subject requirements. Plans and specifications will be issued on or about August 6, 2001. The proposed contract listed here is part of the Small Business Competitiveness Demonstration Program. The Government intends to utilize reverse auction procedures for this procurement. This is a competitive, anonymous, on-line auction in which participants will submit a series of quotes/bids that descend in price during a specified period of time. All responsible sources may submit a bid which shall be considered by the United States Coast Guard. ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises DBEs. The Department of Transportation (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
