NASA/GRC plans to issue a Request for Quotation (RFQ) for Qty. 1 1. Real-Time Control Rapid Prototyping System w/single board processor 2. A/D and D/A conversion hardware 3. Digitial I/O hardware 4. Connector Panels 5. Cabling 7. Software for doing controls development and prototyping within the Matlab/Simulink environment on a host PC. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from dSPACE, 22260 Haggerty Road, Suite 120, Northville, MI 48167. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C. 2304(c)(2). The Controls and Dynamics Technology Branch at NASA GRC currently uses the dSPACE family of real-time control rapid prototyping system hardware and software. This hardware/software is only available from dSPACE. This real-time control rapid prototype system consist of additional copies w/minor upgrades needed at GRC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Wednesday, July 25, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
