- Description
- The National Institute of Child Health and Human Development (NICHD) is planning to award a contract for a MICROBICIDE QUALITY ASSURANCE PROGRAM (MQAP). This sources sought announcement is presented in an effort to locate small businesses with the ability to perform the requirements of the MQAP. ONLY SMALL BUSINESSES SHOULD RESPOND TO THIS ANNOUNCEMENT. This purpose of this program is the standardization and validation of pre-clinical assays used in the development of topical microbicides. The offeror must make contact with various investigators working in the field on cell/tissue-based and animal models for the pre-clinical assays and develop collaborations for participation in a MQAP. Those contacts will include, but not be limited to, NIH-funded program projects. The offeror will be required to coordinate and participate with the investigators in the design and implementation of the quality assurance program. The program will include implementation of the standards of performance for existing and newly developed pre-clinical assays. Independently, and in cooperation with the outside investigators, the offeror will facilitate in the development, standardization and application of pre-clinical and analytical methodologies. Therein, the offeror will be expected to acquire, characterize, store, document and disburse quality control materials and reagents. The offeror will disseminate the pre-clinical assessment technical and scientific data through multiple mechanisms, including publication in peer-reviewed journals. To support the MQAP, the offeror will be required to maintain a computerized system and insure a strong statistical component. The qualified respondent must be able to demonstrate prior experience with laboratory quality assurance programs and methodologies and have the ability to coordinate multiple investigators at both a national and international level. AT THIS TIME, ONLY CAPABILITY STATEMENTS ARE BEING REQUESTED FROM SMALL BUSINESSES. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS. The required service is defined as code 541990 under the North American Industry Classification System (NAICS). For the purposes of this announcement, a small business is defined as one that has revenues of <$5 MILLION. Small businesses that believe that they have the ability to satisfy each of the above stated capabilities, and who meet the stated size standards, are encouraged to submit a capability statement to the address indicated above within 45 days of the publication of this announcement. The capability statement should be limited to no more than fifteen (15) pages and it should address each of the competencies indicated above. If responses indicate the likelihood of satisfactory competition among qualified small businesses, the anticipated solicitation will be restricted to small businesses only. The contract is anticipated to have duration of five years. The reference number to be used for this announcement is: SS-HD-01-009.
