- Description
- The Office of Naval Research (ONR) seeks proposals describing innovative and practical reasoning algorithm technology that supports network-centric Combat Identification (CID) Reasoning utilizing diverse Identification (ID) sensor evidence (attributes and/or declarations) with network radar tracks to produce Composite Combat Identification (CCID). The CCID project is under the ONR Future Naval Capability (FNC) Missile Defense program. The project's objective is to develop and create products that improve Air Defense CID. Proposals submitted under this Broad Agency Announcement (BAA) should focus their effort within the ONR technical boundary explained in the ONR Proposal Information Package (PIP), which is available on the ONR web page at http://www.onr.navy.mil/02/baa/baa01-024.htm. The offerors will be expected to develop, demonstrate, and provide a software-based, computational, multi-source algorithm to improve CID through distributed reasoning of identification evidence. The CCID program is shepherding development of ID reasoning techniques as key building blocks for the development of a CID reasoning engine that will be hosted/demonstrated on several future US Naval Weapon Systems. CCID is focused on the mission area of Air Defense, employing automated reasoning on evidence provided by CID sources and sensors and their dissimilar attributes. CID sources and sensors include cooperative sensors (e.g., Identification Friend or Foe (IFF)), non-cooperative sensors (e.g., Electronic Surveillance, radar signal modulation), procedural methods (e.g., a priori air tasking order, air corridor), and indirect sensors (e.g., various intelligence sources). CID evidence accrual and reasoning is a requirement discussed in the Joint Forces Command (JFCOM) Combat ID Capstone Requirements Document (CRD). Fusing CID evidence must extend beyond current single system capabilities to accommodate a family of system identification capability and demonstrate compatibility through a host system and tactical data networks within the global information grid through which it will further share and distribute CID data/information. The broader CCID project objectives include:  Associating Airborne EP-3E and Surface Combatant Ships Signal Exploitation Space (SSES) SIGINT data with real-time and near-real-time track information and rapid distribution of this combined information to the tactical users.  Developing a common ID reasoning algorithm and "engine" to determine a consistent ID recommendation and confidence level based upon all ID attributes available in Theater. The first bullet above is an ongoing effort outside the scope of this BAA while the second bullet describes the work to be proposed under this BAA. During the process of demonstrating these two objectives, ONR will work with transition sponsors to field the CCID capability on US Navy platforms. CCID goals of providing automated ID reasoning capability across tactical networks utilizing common algorithms is challenging but necessary to meet emerging requirements and improve overall CID. Offerors should review the detailed information on the CCID Program that can be found in the PIP before submitting a proposal. Approximately $1,200,000 will be available for this BAA, which will fund up to three (3) awards at a value not to exceed $400,000 per award. Proposals submitted with values over $400,000 may not be evaluated. Awards will be made as cost plus fixed fee (CPFF) contracts. Proposed work should be structured to have a period of performance of nine (9) months. Security Level: Proposals submitted under this BAA must be unclassified. However, contracts awarded may require work to be done at the Secret Level. Therefore, the submission of proposals under this BAA is limited to contractors whose facilities are cleared at this level. Notice to Foreign Owned Firms: Due to security restrictions, foreign-owned firms/offerors shall be precluded from participating in this acquisition. Notice to Government Entities: Government entities and Federally Funded Research and Development Centers (FFRDCs) are prohibited from submitting proposals under this BAA. Proposal Due Date: Proposals submitted under this BAA are due no later than 1600 EDT, 05 September 2001. Follow-on Awards: See information for follow-on awards in the PIP. Bidders Briefing -- The CCID program will conduct an unclassified briefing for potential bidders at the beginning of August 2001. The purpose of the meeting is to provide potential bidders with a better understanding of the CCID program. Informational packages on the program will be distributed at this briefing. An email notification of planned attendance for this Bidders Briefing should be received by Larry Zimmerman at LZimmerman@WBBINC.COM by 27 July 2001. This email message should include the following information: name of attendee(s), title, organization, department or company division, phone, fax, and electronic mail address. Attendance will be limited to three attendees per company. ONR will reply via email on or before 03 AUG 2001 to those parties who plan on attending the briefing with the briefing location, directions, schedule, and any other appropriate information. Those not able to attend this briefing should consult the web page at http://www.onr.navy.mil/02/baa/baa01-024.htm in the middle of August to see briefing slides and answers to written questions submitted during the conference. This CBD notice and referenced PIP constitute a BAA as contemplated by FAR 6.102(d)(2). Offerors should state in their proposals that it is submitted in response to BAA 01-024. Unless otherwise stated herein, no additional written information is available, nor will a formal RFP or other solicitation regarding this announcement be issued. Requests for the same will be disregarded. The socio-economic merits of each proposal will be evaluated in the context of the requirements described in the PIP. The evaluation process will consider the extent of commitment in providing meaningful subcontracting opportunities for small businesses, HUBZone small businesses, small disadvantaged businesses, woman-owned small business concerns, veteran-owned small businesses, historically black colleges and universities, and minority institutions. The North American Industry Classification System (NAICS) code for this solicitation, 541710 (which corresponds with the standard industrial classification code of 8731), specifies a small business size standard of 500 employees or less. A Small Business Subcontracting Plan prepared in accordance with FAR 52.219-9 must accompany contract proposals for any follow-on efforts (see PIP for information on follow-on awards) that exceed $500,000 submitted by all but small businesses. Entities that must submit a Small Business Subcontracting Plan for contract proposals that exceed $500,000 include universities/colleges, nonprofits, and large businesses. Historically Black Colleges and Universities (HBCU) and Minority Institutions (MI) are encouraged to submit proposals and/or join others in submitting proposals. However, no portion of this BAA will be set aside for HBCU and MI participation due to the impracticality of reserving discrete or functionally separable areas of CCID technology for exclusive competition among these entities. Questions regarding this BAA must be emailed to the technical point of contact with the words: "(your company name), CCID BAA Question". Questions sent via fax, mail, or express mail/Fed Ex will not be answered. Answers to all questions will be posted to the website mentioned above. Questions submitted after 27 August 2001 may not be answered. The Government reserves the right to select for award all, some, or none of the proposals received in response to this announcement. Interested and eligible parties are invited to respond to this synopsis. No hard copy version of this will be available. The evaluation criteria are contained in Section 6 of the PIP.
