Description

The U.S. EPA, National Risk Management Research Lab., Air Pollution Prevention and Control Div. (APPCD), intends to negotiate on a sole source basis with Cambridge Isotope Labs. under the authority of FAR 6.302-1. This requirement is for analytical standards needed to perform Dioxin and Dioxin-related chemical analyses in support of APPCD's Dioxin research program. These standards represent native and carbon 13 labeled polychlorinated dibenzodioxins, furans and biphenyls targeted for quanitation by APPCD in order to achieve research objectives. These standards comprise individual as well as specially prepared mixtures or "cocktails" that contain various combinations of targeted isomers at concentrations specific to APPCD's analytical approach. Cambridge Isotope Labs., is the only known supplier of these specialized analytical standards. This notice is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit requisite technical documentation to establish the potential of complying with the statement of work. Such documentation must be submitted to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. See Numbered Note 26.
