- Description
- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate a commercial item (FAR Part 12) sole source contract with Agilent Technologies, Germantown, MD (contingent upon JOFOC approval), and pursuant to 41 USC 253(c)(1) and under the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. NIEHS has a requirement to purchase a Microarray Gene Expression Database System. The National Institute of Environmental Health Sciences Microarray Center requires support for the development of a database to allow facilitation of exchange and analysis of gene expression information generated from experiments directed toward understanding the effects of induced gene expression profile changes on biological systems. A major objective is to develop a relational database management system with a user interface as a compendium to integrate information from distributed biological resources with microarray gene expression data for computational determination of gene expression profiles, signatures and patterns related to exposure to chemical, agents and environmental conditions as well as transcription alterations due to mechanistic changes with in the cell. The database system should ultimately provide users with a tool to perform data mining and pattern recognition to discover heuristic knowledge from gene expression profiles. The system shall consist of, but not be limited to, a relational database management system for storage of laboratory information as well as gene expression data, integration of biological information in public domain resources, robust data interpretative and mining tools, and remote access to upload, retrieve and query stored information and data. Only Agilent Technologies has the unique capability and knowledge required to perform the required upgrade. A justification for other than full and open competition has been prepared to support this procurement. Interested parties who believe they are qualified to perform this effort must submit a written narrative statement of capability within 15 days of this notice to Pamela Evans at the above address for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. This is not a request for competitive proposals. NIEHS anticipates the award of a fixed price contract. NAICS No. 541512 applies, with a size standard of 500. If no affirmative responses are received within 15 days of this notice, the Government will proceed with the procurement of this database from Agilent Technologies. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Issue date: 08/15/01
