- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format described in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quote (RFQ), F19650-01-Q-0030. The NAICS Code for this synopsis/solicitation is 421690. The Small Business Size Standard is 500 employees. This procurement is a 100% small business set aside. This solicitation and incorporated provision and clauses are those in effect through Federal Acquisition Circular 97-26, dated 16 may 01. The Air Force Research Laboratory at Hanscom Air Force Base has a need for the following. CLIN 0001, 200 EA, single-side polished sapphire substrates meeting the following specifications: C-plane orientation, (0001), tolerance 0.3 degrees; Diameter: 2.00 inches, tolerance 0.01 inch; Thickness: 0.013 inch (330 microns), tolerance 0.002 inch (50 microns); Epitaxial polish one side, second side fine grind. Epitaxial side must be clean and have an RMS roughness of less than 1nm; Crystal quality: rocking curve of (0006) reflection must be less than 20 arcsec; Orientation flat on a-axis (1120). CLIN 0002, 130 EA, double-side polished sapphire substrates meeting the following requirements: C-plane orientation (0001), tolerance 0.3 degrees; Diameter: 2.00 inches, tolerance 0.01 inch; Thickness: 0.013 inch (330 microns), tolerance 0.002 inch (50 microns); Epitaxial polish one side, second side optically polished. Epitaxial sides must be clean and have an RMS roughness of less than 1nm; Crystal quality: Rocking curve of (0006) reflection must be less than 20 arcsec; Orientation flat on a-axis (1120). Firms that can satisfy this requirement should submit published specification sheets or product catalogue(s) that clearly identifies the firm's products, which meet the Government's requirements. The firm must also submit a product price lists(s) and literature relevant to the acquisition. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52-212-2 Evaluation-Commercial Items, (the specific criteria to be included in paragraph (a) is technical conformance and price); FAR 52.212-3, Offeror Representations and Certification-Commercial (all offerors shall include a completed copy of this provision with their proposal); FAR 212-4-Contract Terms and Conditions-Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items ( in paragraph (b) the following clauses apply; FAR 52.222.21, FAR 52.222-26, 52.222-36, and 52.222-37), FAR 52.204-6, Contractor Identification Number-Date Universal Numbering System (DUNS) Number, FAR 52.223-33, Payment by Electronic Funds-Transfer-Central Contractor Registration (CCR) and DFARS 252.204-7004, required Contractor Registration (MAR 98); DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders applicable to Defense Acquisition of Commercial Items (in paragraph (b) the following clause is applicable: DFARS 252.225-7001, Buy American Act and Balance of Payment Program. In accordance with 5315.9001, an Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
