Description

REQUEST FOR QUALIFICATIONS (RFQ No. 2001/R01) The Pawnee Nation is planning to contract for construction of Grading, Drainage, and Paving improvements for Tribal Roadways at various locations in Pawnee County, Oklahoma. Letters of Interest and/or Statements of Qualifications will be received by the Executive Director for the PAWNEE NATION, at his office, located at the Pawnee Nation Reservation, Building # 64, Pawnee, Oklahoma 74058, until TWELVE o'clock P.M. (NOON), Central Local Time, on the 27TH Day of July, 2001. All projects consist of furnishing all required materials, supplies, equipment, tools, and plant to perform all necessary labor for the construction of public and private roadways according to approved plans and specifications. The Construction Company shall demonstrated expertise in: Grading for roadways Construction of drainage structures Asphalt and Concrete Paving Material Testing and Quality Control Knowledge of current Federal regulations as they pertain to Federally Funded roadway projects. Knowledge of Environmental compliance procedures as they pertain to erosion and sedimentation control The Letter of Interest and or Statement of Qualifications, should as a minimum, address the following Pawnee Nation concerns most commonly associated with selection of construction companies: 1. Professional Qualifications necessary for all aspects of roadway construction; 2. Specialized experience as a firm and technical competence of proposed sub-contractors; 3. Capacity to accomplish the work in time allotted; 4. Past experience and satisfactory performance on contracts with the Pawnee Nation and/or public agencies, approval authorities, and private industry in terms of cost control, quality of work, and compliance with performance schedules. The Pawnee Nation intends to "short-list" qualified firms based upon review of the above stated items and/or through interviews of selected firms. "Short-listed" firms will then be placed upon a "Qualified Bidders List" and invited to submit Proposals on a Project per Project Basis. Preference in the award of contracts or subcontracts may be given to Indian organizations and to Indian-owned economic enterprises, as defined in section 3 of the Indian Financing Act of 1974, and/or within the solicitation. Note: By submission of your letter of interest and/or qualification statement in response to this announcement, you are certifying that neither your firm(s) nor any of their principals are presently debarred, suspended, proposed for debarment, declared ineligible, or excluded from participation in this selection process by any Federal or State or Local Department or agency.
