- DESC: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format listed in FAR Subpart 12.603 as supplemented with additional information included with this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) Solicitation F32605-01-R-0024 is being issued as a request for quote (RFQ). (iii) This solicitation incorporates clauses and provisions in effect through the Federal Acquisition Circular (FAC) 97-27. (iv) Standard Industry Classification (SIC) for this acquisition is 3715 (Truck Trailers). This is small business set aside acquisition with the Small Business Size Standard of 500 Employees each.. (v) Line Item As follows: #1. HAZMAT Trailer QTY. 1 EA. (vi) 1. Size: Forty-four(44) feet long, maximum ten(10) feet high (ground to roof), ninety-six(96) inches width. Trailer sill be gooseneck design with approximate interior deck lengths of thirty-six (36) feet, lower deck, and eight (8) feet lower deck. Minimum interior ceiling height will be no less than six (6) feet, six (6) inches.=20 2. Construction: Frame shall be of full-length tubular steel main rail and full height cross members with=20 gussets at all major stress point. Entire chassis will be painted and undercoated for rust prevention. All wall=20 posts will be spaced at 16" centers for support. Exterior skin shall be of aluminum minimum .030" red in color =20 3. Hitch: Hitch will be Atwood or Holland inverted fifth wheel type. 4. Suspension: Suspension system will consist of rugged axles and heavy duty springs or Torlex Rubber in dual or triple axle configuration to meet a maximum 8000lbs payload capacity. Brakes shall be electrically controlled with automatic breakaway switch and battery pack. Unit will be of wide axle design to lessen intrusion of wheel wells into interior of unit. Fenders shall be diamond tread plate. =20 5. Landing Gear: Landing gear will be dual Holland two speed or equivalent on front of scissor-type jacks on rear. 6. Electrical Supply: Unit shall have a minimum 10KW on board generator, gas or diesel powered, located in the=20 front overhang area with access from the exterior only. Generator must be able to be started remotely from the =20 interior of the trailer and controls located in the forward operations area. Generator will be quipped with a =20 winterization system to provide for easy starting in sub-zero weather. Fuel storage for generator will be located=20 in front overhang area and consist of two removable tanks with a minimum of 5 gal each for a minimum total of=20 10 gallons. Tanks shall have quick disconnect couplings for ease of removal to facilitate fueling. Generator will=20 be quipped with a n automatic transfer switch. A minimum 50 amp service panel with circuit breakers and a 25'=20 shore cord is required. 110 volt electrical outlets will consist of 3 GFI duplex type, 4 standard duplex type, 3 exterior FGI duplex type. Outlets will be placed as shown on drawings. =20 7. Propane System: System will consist of two 40 lb propane bottles properly mounted with an auto change over=20 regulator and visual LPG level gauge. System will be mounted in front overhang area. A propane leak=20 detection system shall be installed in bottle storage area. 8. Heating/AC: Unit shall have a minimum of 4 1000w thermostat-controlled baseboard heaters, 45,000 BTU=20 LPG forced air furnace, 1 roof air conditioning unit with a minimum capacity of 13,500 BTU. There will be a=20 minimum of three ceiling mounted crank up roof vents approximately 14" by 14". 9. Interior Lighting: Interior lighting shall consist of 4 -- 12 volt dome lights, 5 four tube fluorescent 110 volt=20 lights recessed into ceiling. All lights will be controlled by switches at the side door location 10. Exterior Lighting: Exterior lighting shall consist of 2 weatherproof, single, swivel floodlight fixtures, mounted=20 on top rear corners of trailer, and one weather-proof single light mounted on top left of door. 11. Insulation: Minimum insulation requirements are: side wall, R-5; ceiling, R-11; floor, R-5. A wall with=20 sound proofing will be constructed between upper and lower deck levels to reduce generator noise. =20 12. Interior finish: Ceiling and walls shall be white Kemlite, or equivalent, mounted over a minimum of 3/8"=20 plywood. Floor will be of aluminum treadplate the full 44' of unit. A laminated wall- to- wall countertop will=20 be installed in the operations area. The countertop will be 30" deep and mounted 30" off the floor. A laminated=20 shelf will be mounted 28" above the countertop. Shelf will be 14" deep. Two under-counter 3-drawer units=20 will be installed. Each unit will consist of 2-20" deep x 12" wide x 6" tall drawers on top of a 20" x 12 wide x=20 12" tall drawer. Drawer units will be located under each end of countertop to the extreme left and right, as=20 shown on drawings. 13. Windows: Side wall window shall be tinted split glass with screen and storm. Door window will be non- opening radius tinted. Minimum window sizes shall be 30" x 15" for side wall and 18" x 18" for door. 14. Doors: curbside door shall be a minimum of 36" wide with an inner screen door. Door will have a keyed=20 locking system with 4 keys supplied. Steps to side door shall be recessed. Rear door shall be a full width=20 opening ramp style door with extension and the interior side of aluminum tread plate. Dock bumpers shall be=20 mounted to exterior of rear ramp door. A freezer style clear transparent curtain shall be suspended from ceiling=20 directly inside of rear ramp door for weather protection while ramp door is open.=20 =09 15. Roof Platform: Unit shall have a roof platform with a removable safety rail for site observation. Platform will=20 be a minimum of 7' x 7' and must safely support 600 lbs, access to the platform will be by a removable ladder. 16. Rollup Awning: Unit will have a minimum 18" long roll-up awning on curb side. 17. Shelving: Heavy duty steel shelving with adjustable shelves. Shelving will be 12' long and mount floor to=20 ceiling. There will be 4 shelves per side. Shelf depth will be 18" road side and 24" curb side. =20 18. Spare Tire: A spare tire will be supplied. Tire storage area will be recessed in floor of bulk storage area with=20 access from the interior only. 19. Partition: A wall with 36" wide pocket door will be installed between the shelving and dressing areas. 20. Nose Cone: Unit will have a nose cone painted red to match exterior color. 21. Load Securing: Unit will have a load securing system in rear open storage area consisting of vertical wall track=20 and ratchet straps. A minimum of 12 ratchet straps are required. Ratchet straps will be a minimum of 8" in=20 length. Attachment points must be placed to secure a variety of equipment. 22. Striping and Lettering: Unit shall have an 8" perimeter stripe on both sides and back. Side lettering will be 10" high. Lettering shall read: GRAND FORKS AFB HAZARDOUS MATERIALS RESPONSE TEAM All lettering and stripes will be white reflective Scotchlite or equivalent. 23. Other Options: Mud flaps, white spoke or chrome wheels. 24. Warranty: contractor will provide commercial onsite warranty for the trailer and its components. 25. Other: Request finished working plan be sent for final review prior to start of actual construction. (vii) Delivery of line items will be 60 days after receipt of order unless otherwise specified. All materials are to be FOB destination to Grand Forks Air Force Base, North Dakota, Building 530(Fire Station) unless otherwise specified. (viii) Provision 52.212-1, Instruction Evaluation-Commercial Items applies to this acquisition. (ix) The provision 52.212-2, Evaluation, Commercial items applies to this acquisition. Evaluation will be based on cost and the ability to meet the requirements. (x) Offers shall include a completed copy of the provisions at 52.212.3 Offer Representations and Certifications -- Commercial item, with its offer. As prescribed in DFAR 212.301 : b(2) paragraph (b) of this provision do not apply when solicitations contain DFAR 252-204-7004 Required Central Contractor Registration. Use DFAR 252.225-7000, 252.212-7001. xi) The clause 5252.212-4 Contract Terms and Conditions -- Commercial items, applies to this acquisition.
