Description

EPA intends to award a sole source purchase order to Schwarz & Associates of Chapel Hill, NC pursuant to 41 U.S.C. 253(c)(1) -- Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is to conduct facilitative leader training for the Office of Air Quality Planning and Standards (OAQPS). OAQPS, in meeting their goals, has close interaction with a variety of stakeholders, including other parts of EPA, the affected industry, State and local air pollution control officials, and environmental groups. Each of these stakeholders brings varying perspectives and issues to the table. Schwarz & Associates understands OAQPS' interactions with stakeholders, which is what this training will be focusing on. Through previous workshops Schwartz & Associates collected samples of OAQPS-Stakeholder interaction situations and provided analysis on these interactions. Through these previous workshops, Schwarz & Associates has developed a unique knowledge and familiarity with the mission of OAQPS, which is critical to the success of the training. All responsible sources may respond by submitting a written narrative statement of capability within 15 calendar days of this notice to Margaret Dougherty at the above address which shall be considered by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet the requirement. Offerors shall also provide a discussion of their knowledge and familiarity with the mission of OAQPS. Responses shall include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Schwartz and Associates.
