Description
The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to modify contract N00140-98-C-L316 with DynCorp Enterprise Management to obtain additional warehousing and material management services in support of fleet hospital functions during the period of 1 Oct 01 through 31 Mar 02. Services to be obtained during this period include continuation of a fleet hospital rebuild; building of fleet hospital augmentation blocks; downloading fleet hospital materials, identifying, inspecting for serviceability, verification of quantities, processing excess and not ready for issue material for disposal; inspection of containers; and inventory of fleet hospital assets. This 6-month contract extension is required to allow time for completion of the competitive follow-on solicitation which was synopsized on 24 Apr 01 and issued on 26 Jun 01. FISC Norfolk Detachment Philadelphia intends to negotiate on a sole source basis with DynCorp, the incumbent contractor, for this extension requirement. This firm is considered the only source capable of providing services which meet all of the Navy's requirements by 1 Oct 01 as they are the current warehousing contractor responsible for all services within the fleet hospital support office, including the services in question. It would not be functionally possible to solicit and evaluate proposals, hold discussions, solicit and receive revised proposals, award a new contract, and phase-in a new contractor prior to 1 Oct 01. Interested parties may identify their interest and prove their capability to respond to this requirement. This notice of intent is NOT a request for competitive proposals. However, all information received within forty-five (45) days after date of this notice will be considered by the Government. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received.
