Description
The National Institutes of Health, National Library of Medicine on behalf of Office of Behavioral and Social Sciences Research (OBSSR) intends to negotiate on a sole-source basis with the American Sociological Association (ASA), Washington, DC 20005, under authority 41 U.S.C. 253 (c)(1) and FAR 6.302-1(b)(1) for the specialized work in producing two written products addressing human subjects issues as they pertain to the social and behavioral sciences. The ASA, for the National Human Research Protections Advisory Committee (NHRPAC) Social and Behavioral Sciences (SBS) working group shall prepare: 1) detailed guidelines to assist Institutional Review Boards (IRBs) in effectively evaluating social and behavioral research involving human subjects; and 2) consider the necessity of adding to or changing the Common Rule (45 CFR 46) as it applies to social and behavioral research. The Office of Human Research Protection (OHRP) in the Department of Health and Human Services is responsible for overseeing human research subjects protections functions, and related functions where research involves the use of human subjects. To carry out its functions, the NHRPAC has established a number of Working Groups, including one in the Social and Behavioral Sciences (SBS) that has been charged to address human subjects issues as they pertain to the social and behavioral sciences. The SBS working group is co-chaired by Dr. Felice J. Levine, Executive Officer of the ASA. To date, ASA has organized several meetings of the Working Group and has developed an agenda of work that will provide recommendations to NHRPAC addressing human subjects issues as they pertain to the social and behavioral sciences. ASA, founded in 1905, is a non-profit membership association dedicated to advancing sociology as a scientific discipline and profession serving the public good. With approximately 13,000 members, ASA encompasses sociologists who are faculty members at colleges and universities, researchers, practitioners, and students. About 20 percent of the members work in government, business, or non-profit organizations. As the national organization for sociologists, ASA, through its Executive Office, promotes the vitality, and diversity of the discipline. Working at the national and international levels, the Association articulates policy and implements programs likely to have the broadest possible impact for sociology now and in the future. Because Dr. Felice Levine is the Executive Officer of ASA and she has been charged to lead the SBS Working Group, and because ASA has begun work on developing the recommendations, OBSSR has determined that ASA is the only source with the unique combination of required expertise and experience who can successfully carry out these functions within the time constraint. This is a notice of intent and not a Request for Quotations (RFQ), nor is a RFQ available; however, all responsible and responsive sources may submit a proposal which will be considered by OBSSR. Firms interested in responding to this notice must be able to provide the professional service as specified and listed above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
