- Description
- The Space and Naval Warfare Systems Center, San Diego (SSC SD), Information Technology (IT) Division, Code D029, has a requirement for contractor services in support of a newly identified Scientific and Technical (S&T) data network in FY02 and beyond. The S&T network is a complex network of computing and communications systems and software providing available and stable access to timely information. This network will support a scientific user community that is involved in evaluating and validating new technology, using the S&T network for conducting exploratory Research and Development (R&D), evaluating protocols, quick reconfigurations to accommodate Fleet exercises, documenting procedures for implementation as projects go into production, and a wide variety of research and communications requirements. Included in the overall S&T network environment is the Secret Wide Area Network (SWAN), which provides local secure (Secret) network connectivity, unclassified Local Area Network (LAN)/Wide Area Network (WAN) computing, a telephone infrastructure, Video Teleconferencing (VTC) engineering, worldwide scheduling, bridging between 50-100 sites and operations, Information Security (InfoSec) processes and procedures, official reporting of Information Assurance (IA) events, World Wide Web (WWW) based software application development and maintenance for Netscape, Unix, IIS, and Domino, a 24/7 Network Operations Center, and a user Help Desk. Technical and engineering expert support services are needed to provide operation and maintenance of the S&T network infrastructure (physical and logical), the infrastructure servers and services, servers for processing of Business Systems, applications services, World Wide Web (WWW) software development and maintenance, network security, help desk operations, training, and project management. Physical attributes of the network include: synchronous, Asynchronous Transfer Mode (ATM), Ethernet, FDDI, twisted pair, fiber optic, and broadband TELCO (T1, T3) technologies. Services include support for all domain services: NNTP, DNS, IP, TIME, SMTP, POP3, IMAP, and WEB. S&T servers host a variety of operating systems: UNIX, NT, Win2000, Win9x, MAC, and Novell. Account domains must be supported in a centralized fashion for a worldwide enterprise including, Unix, VMS, NT, Novell, Domino, and database domains. Programs shall be developed and/or maintained in a variety of languages: Visual Basic, C, C++, Perl, Java, HTML, XML, DHTML, DIRXML as required to ensure system availability. Software applications in use will include Lotus Notes, Oracle, Microsoft Office, SAP, PKI, and LDAP. The complexity of the S&T network requires expert technical support that is experienced with state-of-the-art methodologies for network design, analysis, system administration, system installation, operation, hardware/software engineering, security, integration, monitoring, project/asset management, and maintenance. This acquisition will be conducted using the Advisory multi-step process (see FAR 15.202). Interested offerors should submit capability information to include a statement of qualifications, proposed technical concept, past performance, and general pricing information. Respondents should also include information about their business status (i.e., large, small, small disadvantaged, woman-owned small, HUBZone small, veteran-owned small, 8(a), etc.) Submissions shall not exceed five pages in length. The deadline for submission of capability information is 31 July 2001. Capability information may be submitted by mail to SPAWARSYSCEN, Attn: Code D02905/Rick Hendrix, 53560 Hull Street, San Diego, CA 92152, or electronically at hendrix@spawar.navy.mil. SSC SD will evaluate all offeror submissions using the following criteria: adequacy of qualifications, ingenuity of proposed technical concept, relevancy of past performance, and reasonableness of general pricing information. Each respondent to this notice will be notified in writing either that it will be invited to participate in the resultant acquisition or, based on the information submitted, that it is unlikely to be a viable competitor. A list of viable competitors will be published in the "U.S. Government Procurements" section of this publication after SSC SD has completed its evaluation of all offeror capability information.
