Description

B-Development of Strategies for Future-Focused Program Planning. The Geologic Discipline within the U.S. Geological Survey, Reston, Virginia seeks advisory and assistance services that will help senior leadership develop innovative and collaborative ways to stimulate the development of long-term program goals and external and internal customer relationships. The successful offeror will conduct a three month, three-phase program involving: interviewing Geologic Discipline program coordinators and external stakeholders and customers to identify sources of Discipline strength and Discipline attributes valued by customers; analyses of findings; presentations on findings and recommendations to senior Discipline staff; conducting a workshop for program coordinators; and the development of high-value, long-term, partnership-focused ideas. All work must be concluded by early November 2001, to coincide with a strategic bureau-wide meeting. Consequently, proposal preparation time is limited. Offerors are to submit cost and contract performance proposals. Offerors within the competitive range are to conduct a two hour oral briefing centered on understanding of contract objectives, past commercial and government contract performance directly related to the objectives of the proposed contract, and contract schedule. This procurement is 100% set-aside for small business concerns and is being conducted in accordance with FAR Part 12, Commercial Items Acquisition.
