Description
This is not a solicitation. No request for proposal will be issued. EPA intends to issue a contract to Temple University for an evaluation of energy dissipation rates in laboratory flasks simulating various sea states. The requirements of this contract call for superior knowledge of ocean wave theory; high proficiency in complex computer modeling; theoretical and practical knowledge of large body fluid flow and behavior; demonstrated experience with two-dimensional fluid flow and hydrodynamics in solving environmental problems related to turbulence and mixing at both small and large scales; and proficiency at applying the latest techniques of multifractal analysis to solving complex problems. For the latter skill, an understanding of turbulence is required to be able to master multifractals. In addition to theoretical knowledge of turbulence, the work covered by this contract also requires practical engineering experience directed toward solving the problem of determining the two-dimensional flow distribution of solutes (e.g., nutrients) on coastal beaches under the influence of buoyancy effects, tides, and waves. The work requires a combination of practical and theoretical expertise in oil spill hydrologic and sea turbulence problems with the advanced skills in multi-fractal analysis and field research. Any organization that feels it can meet the needs of EPA must submit documentation to support the contention within 15 days after publication of this notice.
