- Commercial Acquisition: The United States Army Robert Morris Acquisition Center, Yuma Contracting Division, AZ has a requirement for installing approximately 2,906 lineal feet of chain link fencing 6 feet high above ground and 2 each 10 foot wide double-swing gates (t20' total opening width) located adjacent to the existing salvage yard at Kofa Firing Range (KFR), U.S. Army Yuma Proving Ground (USAYPG). This is a 100% small business set-aside under SIC code 3496 (NAICS 332618). This is a combined synopsis/solicitation for commercial items prepared IAW the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Award will be based on the lowest priced technically acceptable offer. The statement of work is as follows: The fencing shall be of industrial manufacture (see our web site). Work shall include 9 gauge zinc coated chain link fence fabric with 2" mesh 6' above grade, Tuff-40 steel fence posts with caps and 7 gauge galvanized top and bottom tension wire. Fence shall be braced and trussed as needed. Fabric to be fastened to line posts with tie wires spaced approximately 24 inches apart. Gate frames are to be galvanized tubular pipe with mortised corner joints for proper fit. Welds are to be continuous around pipe, cleaned and treated with zinc-rich paint. The Gate fabric is to be the same as fence. Gates are to be complete with 180 degree socket hinges, industrial drop rod, catch, stops and center rest post flush with ground with concrete footing poured around it. Concrete installed for fence post footings shall be poured above grade (mounded) approximately 2" at the post and sloped to grade at the outer edge of the post hole for proper water drainage. The work shall include all necessary hardware, nuts, bolts, screws, fasteners, tension bars, top and bottom tension wires, tie wires, etc., as required for a complete installation. All Fencing materials shall have factory applied zinc coatings for a durable, non-rusting and maintenance free installation. The Fencing and Gates, as constructed, shall suit the intended purpose and be completed in a professional manner in conformance with acceptable trade practices. Upon completion, all construction debris shall be cleaned up, removed from the site and inspections will be made. Provide pricing for LINE ITEM 0001 Install approximately 2,906 lineal feet of CHAIN LINK FENCING 6 feet high above ground and 2 each 10 foot wide Double Swing Gates (20' total opening width) located adjacent to the existing salvage yard at KFR, USAYPG 1 COMPLETE FENCE $________________. The fence shall be constructed IAW the layout drawings, data and specifications available on Contracting web site cited below. Within 5 days of contract award, the prime Contractor shall ensure that he provides of list of personnel, including sub-contractor personnel that will be on USAYPG range in order to obtain access to the installation site on KFR. SITE VISIT: A site visit is scheduled for 25 JULY 2001 at 0700 AM, MST, Contracting Office, Bldg. 2100 at which time interested parties will advance to the KFR installation site. The site visit is optional, but is highly recommended to ascertain conditions affecting the Work. All pre-bid Site Visits will be coordinated through Government Contracting, Jacque Phillips (520/928) 328-6903. Completion: Contractor shall complete all work within four weeks after contract award. Contractor shall coordinate all work herein, in advance, with YPG POC. On each day, prior to any welding or torch cutting operations necessary, Contractor shall secure Hot Work Permit from YPG Fire Department (328-2316) and shall be required to cancel the permit at the end of the working day. Prior to digging any holes or making any excavations, the Contractor shall secure a copy of the required YPG Digging Permit from Pyramid Services (328-2119). Applicable FAR Clauses and Provisions applicable to the resultant award are as follows: 52.212-1 Instructions to Offerors -- Commercial Items; 52.212-3 Offeror Representations and Certifications- Commercial Items, 52.212-4 Contract Terms and Conditions Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.215-5 Facsimile Proposals; 52.247-34 F.O.B. Destination; 52.214-21 Descriptive Literature; DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items.
