NOTICE OF INTENT TO AWARD A SOLE SOURCE FINANCIAL ASSISTANCE AGREEMENT TO MONTANA STATE UNIVERSITY

- Reclamation intends to award a sole source financial assistance agreement to Montana State University in support of an educator's reference and activity guide on the Colorado River. Reclamation will provide a portion of the funding for the overall project. The Watercourse and International Project WET (Water Education for Teachers) (WIPW) is a non-profit water science and education program located at Montana State University, Bozeman. Specializing in the development of educational materials on interdisciplinary water resource management topics, the WIPW distributes these materials worldwide through print and electronic avenues as well as through professional seminars and workshops. Curricula topics include surface and groundwater supplies, watersheds, water conservation, water quality, non-point source pollution issues, wetlands, water rights, management, and stewardship. The WIPW is designed to provide educators with specific knowledge concerning water concepts, resources, and pollution issues. This is accomplished through workshops which provide hands-on training using classroom-ready activities, demonstration equipment, and educational materials. A few years ago, the WIPW began developing and providing curricula to teachers on all major watersheds located throughout the United States. The program is currently ready to begin development and preparation of an educator's reference and activity guide on the Colorado River. The reference and activity guide will be more than 300 pages in length with 175 to 200 illustrations, photographs, charts, and maps. Topics and classroom lessons specific to the Colorado River watershed will be addressed within the guide. This notice is neither a request for applications nor for proposals. However, all information received within ten days after date of publication of this synopsis will be considered by the Government. A determination not to compete this proposed financial assistance agreement based on responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to compete this financial assistance project. Also, see CBD Note 25.
