Description

The Environmental Protection Agency intends to award a puchase order using Simplified Acquisition Procedures to Paul N. Cicio to support the Energy Supply and Industry Branch's efforts in launching a new partnership program to promote the implementation of combined heat and power (CHP) projects at industrial applications through education, coordination and technical assistance. The Energy Supply and Industry Branch (ESIB) requires expert technical support and strategic guidance on many areas of the program. Some of these areas include targeting specific industrial companies and sectors, developing program messages, and outreach to state regulators. These activities require an in-depth knowledge of CHP technologies, as well as real experience in developing and selling the concept of CHP within an industrial company. ESIB's research indicates that Mr. Cicio is the only consultant qualified to support them to launch the CHP Partnership as he has extensive experience at a large, industrial company evaluating and promoting CHP.
