Description
Tobyhanna Army Depot is soliciting for services for an on-site (on depot) full time program to provide ergonomics support, and including occupational health, wellness, and fitness programs. Work shall consist of performing a depot ergonomic needs assessment based on current standard industry practice, developing a written plan and implementing programs to eliminate or reduce worker exposures to work-related musculoskeletal (WMD) risk factors. The written plan should incorporate industrial worksite analysis, hazard prevention and control, healthcare management and worker conditioning programs established and performed by the contractor. The contractor will be required to perform ergonomic worksite analysis using systematic surveillance and task evaluations to identify work-related musculoskeletal disorders (WMDs) and to provide written reports identifying the specific tasks reviewed, occupational risk factors, motion(s) which cause or are likely to cause WMDs, job hazard analysis (JHA) and appropriate measures (e.g. engineering controls, physical strengthening and flexibility exercises, etc.) necessary to prevent injury or illness. Worker conditioning shall include work strengthening/ physical conditioning and stretching programs provided for designated Tobyhanna Army Depot employees. The contractor must be able to perform a minimum of 10 functional capacity evaluations per year and provide conditioning programs (on site) to a minimum of 150 employees per year. Functional capacity evaluations (FCE) shall be performed by a licensed physical/ occupational therapist, certified to perform this test. The work must relate to and fit within the guidelines of the Tobyhanna Army Depot Safety Regulation, TYAD Reg. 385-1, Chapter 17, Ergonomics Program. The contractor will maintain records in accordance with AR 40-66, Medical Record Administration and Health Care Documentation, for each employee participating in the worker conditioning program. The contractor shall provide occupational health, wellness, fitness, and ergonomic training programs for participating depot employees. The contractor shall furnish all personnel, equipment, supplies and materials, required except as supplied by the government. All services will be provided on-site at Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466 during the depot's normal duty hours from 7:30 am to 4:00 PM, Monday through Friday. The period of performance is twelve months with four options of twelve months each, total contract period not to exceed five years. DAAB17-01-R-0003 applies; approximate issue/close dates are 01 AUG 01/AUG 17; exact dates shall be as stated on the solicitation. The solicitation will be on the ABOP at https://abop.monmouth.army.mil/ and it is anticipated that that no hard copies of the solicitation will be issued; however, interested sources must respond to this synopsis and inform this office of their interest. This requirement is being solicited under FAR Part 12, Commercial items/services.
