Description
The U.S. Army Robert Morris Acquisition Center intends to award a single Firm Fixed Price contract to Intertek Testing Services NA, Inc., 3833 U.S. Route 11, Industrial Park, Cortland, NY, 13045 on a basis of other than full and open competition [reference FAR Subpart 6.302-1 (b)] for testing services to test chemical protective fabric against toxic industrial chemical (TIC). JSLIST samples and test cells supplied by Natick as GFP shall be used in 24-hour vapor challenge/vapor penetration tests at 32C by procedures of TOP 8-2-501 using 10 sq cm sample area. Additionally, cell-leak shall be tested and corrected. For each liquid in this series, the product of vapor concentration C (microliter (liquid)/liter) and flow rate (liter/min) shall be 0.05; concentration decreasing from 0.5 to 0.1 microliter (liquid)/liter over the 46C to 188C boiling point range of the chemicals. Uncorrected data is desired in excel, annotated with measured flow rates, concentrations, and baseline shifts. Data collection frequency shall be one in 30 minutes, or less. For liquid drop tests, eight one-microliter drops of liquid shall be applied as in TOP 8-2-501 at 32C using the Natick cells. Nitrogen flow into the top of the cell and out the bottom shall be adjusted to produce 0.1" hydrodynamic pressure (about 300 mL/min for JSLIST permeable material). A gauge on each cell shall show the pressure drop throughout the test. Testing may terminate when penetration fall to zero or in 24 hours. Intertek Testing Services NA, Inc. is the only known company with the interest and capability to develop procedures for the several chemicals and provide continuous challenge and detection hardware needed to conduct TIC breakthrough tests on the sorptive, air-permeable material of the chemical protective uniform.
