Description
The Office of Applied Studies, Substance Abuse and Mental Health Services Administration (SAMHSA), DHHS, ) is soliciting proposals on a full and open competitive basis from qualified organizations to award a five year contract (with two 12 month options) to operate the data collection system and implement the plan for the improved design of the Drug Abuse Warning Network (DAWN). DAWN is the vehicle by which SAMHSA meets its statutory requirement to collect data on drug-related visits to hospital emergency departments and drug-related deaths reviewed by medical examiners and/or coroners. Following an extension evaluation of alternatives, DAWN is being redesigned to improve its utility to users, enhance data quality, and expand its geographic scope. The contractor shall have responsibility for implementing the new design, converting the current sample, expanding the system, and managing the collection of data. This involves recruitment and retention of participating facilities; analysis, oversight, and periodic auditing of medical record flows within participating facilities; recruitment, retention, and training of DAWN reporters; marketing the DAWN system to participants and potential participants; development and implementation of an incentive payment protocol; operation and maintenance of electronic data collection system(s); quality assurance activities to maintain and measure the accuracy, validity, consistency, and timeliness of DAWN data; maintenance of the DAWN drug terminology; development, operation, and maintenance of an online, real-time sentinel event reporting system of emerging or changing drug abuse patterns; protecting data confidentiality; and processing and production of analytical data files. The estimated date for issuance of this RFP is August 1, 2001 with responses due October 1, 2001. This solicitation may be obtained two ways: electronically or by mail. Files will not be made available on the Web Site until on or after the estimated issuance date. Once downloaded, you should determine if you have a continuing interest in the RFP. If so, you must check the SAMHSA Web Site regularly for any amendments to the RFP which will also be there and can be downloaded. We do not assume responsibility for assuring that you have downloaded the amendments. Therefore, you may wish to write to the Contract Specialist listed below to request that copies of the amendments to the RFP (if any) be sent to you by mail. By mail: Requests for copies of the RFP to be mailed must be made in writing or by facsimile (301/443-0019), and will be honored if received within twenty calendar days after issuance of the solicitation. Requests received after this period will be filled on a first-come, first-served basis until the supply is exhausted. There is no assurance that copies requested after the twentieth day will reach the requestor before the due date for receipt of responses.
