File Transfer Protocol (FTP) Services 1.0 OVERVIEW 1.1 U.S. Customs Service and Its Mission The U.S. Customs Service mission is to enforce the laws of more than 40 agencies and to protect the revenue of the United States while facilitating trade. To accomplish this, Customs clears millions of cargo shipments per year, collects more that $20 billion in revenue, processes more than twelve million formal entries, of which 55% involve merchandise subject to quota or other trade programs, and monitors an average of ten million annual export shipments. This broad mandate encompasses a wide range of law enforcement activities and responsibilities. 1.2 Organization The Office of Information and Technology (OIT) is responsible for the design, development, programming, testing, implementation, and maintenance of Customs automated information systems (AIS). OIT is responsible for management of all Customs computer facilities, hardware, software, data, and voice telecommunications and related financial resources. It is responsible for identifying and evaluating new technologies for application to Customs automated systems. The Office develops and maintains all operational aspects of the Customs Computer Security Program. It establishes requirements for computer-to-computer interfaces between Customs and various trade groups and government agencies and represents Customs on matters related to automated import processing and systems development. It is responsible for all Information Resources Management (IRM) planning, budgeting, and reviews. 2.0 GENERAL SCOPE OF ANTICIPATED REQUIREMENTS Customs is required to monitor/audit and secure all File Transfer Protocol (FTP) activity between mainframes, servers, and work stations. Customs seeks sources for a software tool that will monitor/audit and secure all FTP activity between S/390 mainframes and any other platform including UNIX/NT servers, work stations, or other mainframes. 3.0 ANTICIPATED REQUIREMENTS The contractor shall provide its current commercial product for use by Customs. Modifications to enable use of an existing commercial software tool by Customs, will be considered. 3.1 The software tool shall enable the user to audit and control ALL File Transfer Protocol activity on the S/390 mainframes through security interfaces so that All "FTP activity" on the S/390 mainframes, UNIX/NT servers, and work stations are monitored/audited and secured. 3.2 The software tool shall work with the Customs security product Computer Associate?s ?Top Secret? through standard Security Access Facility (SAF) interfaces. 3.3 The software tool must be capable of restricting a user's FTP access to a subset of existing data sets or files that have been authorized for read/update access using CA?s Top Secret. 3.4 The contractor shall provide a toll free telephone customer support line 24 hours a day, 365 days a year for a two year period from October 1, 2001 through September 30, 2003. 3.5 Provide maintenance to include patches, fixes, and future releases for a base year beginning October 1, 2001 and four option years. 4.0 ANTICIPATED DELIVERABLES & SCHEDULE 4.1 Commercial Off-the-Shelf (COTS) FTP software tool to monitor/audit and secure all transactions, with any required modifications. Delivery date: Not later than September 30, 2001. Improvements to this schedule are desired. 4.2 Milestone schedule for demonstrating the enhancements to Customs and the date when these enhancements will be available for use, not later than the date specified in sub-paragraph 4.1. Delivery and acceptance date: Not later than thirty (30) days after contract award. Improvements to this schedule are desired. 4.3 Demonstration of the software tool to Customs, for Customs acceptance, provided it satisfies functionality described within this statement of work. Delivery date: Not later than September 30, 2001. Improvements to this schedule are desired. 4.4 The offer shall provide online and printed manuals, which detail all functional and technical aspects regarding production installation and maintenance. Delivery date: Not later than September 30, 2001. Improvements to this schedule are desired. 4.5 Agreement to provide a toll free telephone customer support line 24 hours a day, 365 days a year for two years, from October 1, 2001 through September 30, 2003. Delivery date: Not later than September 30, 2001. Improvements to this schedule are desired. 4.6 Maintenance Agreement for base year beginning October 1, 2001 and ending September 30, 2002 with provision for four option years. Delivery date: Not later than September 15, 2001. Improvements to this schedule are desired. 5.0 ANTICIPATED PERIOD OF PERFORMANCE The period of performance for this effort is anticipated to be from date of award through September 30, 2006. 6.0 SECURITY The offeror shall comply with the Customs administrative, physical and technical security controls to ensure that the Government's security requirements are met. During the course of this task, the Contractor shall not use, disclose, or reproduce data which bears a restrictive legend, other than as required in the performance of this task. Should any effort required by this order be performed at specified Government facilities, the Contractor shall abide by Department of Treasury Directive 85-02 regarding provisions for authorized entrance and exit at these facilities.
