Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. DAAD21-01-T-0124 is a Request for Quotation and will result in purchase order utilizing Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-26, dated May 16, 2001. This action is a 100% Small Business Set Aside and the North American Industry Classification System (NAICS) code for is 811310 with a small business size standard of $5.0 million. The U.S. Army at Pine Bluff Arsenal has a requirement for a 60 ton chiller. Contractor shall be required to disconnect existing 60 ton chiller and circulating pump located on the west end of building 32-520. The contractor will be responsible for the refrigerant recovery from the existing chiller prior to turn-in and shall provide written documentation (form will be provided) of type and quantity (pounds) of refrigerant recovered and the signature of the mechanic performing the work. The mechanic will be required to provide license for inspection by the contracting officer's representative (COR) prior to refrigerant recovery. Bottles used for refrigerant recovery shall have a current inspection date and verification will be required that the recovery unit is registered with the EPA. The contractor shall transport old chiller, circulating pump and other debris to a turn-in point designated by the COR. The contractor shall install new chiller and circulating pump on the same existing equipment pad. New equipment shall be installed in accordance with the manufacturer's recommendation, re-using existing electrical power. Contractor shall integrate new chiller with existing sequencing , Johnson, Pneumatic Controls, located inside Building 32-520. New chiller shall be York Model YCAL0064SC46XXA, or equal,460 volts, 3 phase, 60 hz, with R22 refrigerant, ambient temp of 95.0 deg. F., and EER: 9.49. The 460 volt, 3 phase, 60 hz circulating pump shall be equal to existing Bell Gossett 7.5 hp. Contractor shall provide start-up and testing with COR and Pine Bluff Arsenal Refrigeration Shop Personnel present. Provide all control drawings, programs and submittals. All work shall be warranted for 1 year. A site visit has been scheduled for 9:00 a.m. Central Standard Time, on July 31, 2001 in the Contracting Office Conference Room, Building 17-120, which is located outside the Plainview Gate at Pine Bluff Arsenal. Pine Bluff Arsenal is a closed installation so plan to arrive early to obtain entry pass. (Pass and I.D. is located in the building adjacent to the Contracting Office). It is recommended that each prospective offerors attend the site visit to obtain a better overall scope of the project. The provision FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition . Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders Commercial Items with sub clauses: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, and 52.232-36 apply, as does 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders Applicable to Defense Acquisitions of Commercial Items, with subclause 252.225-7001 and 252.204-7004 Required Central Contractor Registration. When submitting quote please provide a separate price for equipment and installation. Also please indicate if you prefer payment by Electronic Funds Transfer or Government Credit Card (Credit Card information to be provided after installation has been accepted by the Government); provide federal tax i.d.number, Dun and Bradstreet number, CAGE code and e-mail address.
