Description
Provide all labor, materials, equipment, plant and supervision necessary to Repair/Replace Perimeter Fence, Phase 4 and Repair/Replace Perimeter Fence, Phase 5L and Repair/Replace Water Crossings, Phase 2X at Camp Bullis, Texas. Work consists of, but is not limited to, clearings and disposal of trees and brush along the new fence line, demolition and disposal of existing fence and existing fence at water crossings, excavation of fence post holes and water crossing foundations and piers, forming and placement of concrete. Installation of drainage structures, placement of fence post foundation concrete, erection of fence posts, attachments of chain-link fence fabric, placement of barbed wire, installation of gates, placement of boundary markers and construction of concrete and fence barriers at water crossings. The Contractor shall remove existing Government fence from government and private property and private fence from government property. The Contractor shall also remove existing Government cattle and barbed-wire fence from government and private property. Protect Endangered Species Habitat and Historical Sites along the fence line and in and around work areas where US Fish and Wildlife regulations dictate during different times of the year, depending when construction may take place. Work for Repair/Replace Perimeter Fence, Phase 4 is located along the North and North-West boundaries of Camp Bullis, Texas, starting at the existing fence around Camp Stanley on the West side of Camp Bullis, Texas. Work for the Repair/Replace Water Crossings is located along the West boundary and work for Repair/Replace Perimeter Fence is located along the South boundary of Camp Bullis, Texas. Contractor must have experience performing this type work in rugged terrain where fence holes must be dug in solid rock by jackhammers. Some areas are not accessible by vehicles including tracked vehicles. Cement must be mixed manually or with specialized, portable equipment. Materials and equipment must, at times, be carried up or down steep elevations. Temperatures during construction period may range from 35 degrees (winter months) to 100+ degrees (summer months) daily. Contractor will be evaluated on the following criteria for both the Prime Contractor and Sub-Contractor qualifications, experience and skills: Capabilities and Technical Qualifications, Experience with similar projects and Price. Interested parties are highly encouraged to attend a site visit. Date and time of site visit will be set forth in the solicitation. Offerors must be registered with the Central Contractor Registration (CCR) in order to receive a government contract award. Interested parties are also reminded that performance and payment bonds, equal to 100% of the contract price, will be required after award of the contract. A Bid Guarantee in the amount of 20% of the bid price is also required. The magnitude of this proposed contract is between $1,000,000.00 and $5,000,000.00. The plans and specifications have been placed on a Compact Disk (CD-ROM) and will be provided for a nonrefundable fee of $30.00 on the issue date. Amendments will be issued through e-mail. No Express Mail procedures will be utilized for the mailing of the CD. Tentative date for issuance of solicitation number DADA10-01-R-0037 is 01 August 01. Funds for this project are not available at this time. Contract award is subject to Availability of Funds.
