Description

TAC will be issuing Solicitation DABT60-01-R-0017 on or about 3 August 2001 for an A-76 Commercial Activity Study to provide services in support of the VI Production Activity (Training Support Center(TSC)), functions located at Fort Knox, KY. Services shall include but are not limited to Consultation Services, Management and Control of VI Equipment and TADSS, Graphic Services, Development and Fabrication of devices (with and without electronics) and Training Aids, Photographic Services, Video, Audio, and Multimedia, Video Teleconferencing, VI Logistics, Library, Presentation and Other Related Services. The applicable North American Industry Classification System Code (NAICS) is 512110 with a size standard of $21.5 M. A cost plus award fee contract is contemplated. This procurement is set-aside for Small Business. Note: The determination of small business set-aside for this acquisition will be reviewed and re-evaluated after the site visit to determine if a sufficient number of small businesses show interest. In the case where sufficient interest is not shown, a determination will be made to amend the solicitation to dissolve the set-aside and open it to full and open competition. This requirement is a result of an A-76 study conducted under OMB Circular A-76. Formal Source Selection will be utilized. Oral presentations will be part of the evaluation process in accordance with FAR Part 15.3. The apparent successful offeror will compete against a Government In-house "bid". If contracted, the services will include a 90 day Phase-In period, a 12 month base period and four (4) 12-month option periods (the last option will contain a 60 day Phase-Out period included in the 12-month performance period). Paper copies of the solicitation will not be issued. The entire solicitation package will be obtainable via TAC's Home Page at www.tac.eustis.army.mil. on or about 03 August 2001. All amendments to the solicitation will be posted to the TAC web site. Contractors are cautioned to check the web site periodically for amendments. Solicitation mailing list will not be compiled and amendments will not be sent out in paper copy. A site visit will be held 17 August 2001. Reservations must be made prior to 14 August 2001 in accordance with the solicitation Section L.
