- This communique is for: all government authorized institutions of higher education and exchange visitor programs in the United States who currently have enrolled foreign students and/or exchange visitors -- F, M, and J visa holders; and for any commercial business providing software or services regarding these visa holders to the aforementioned institutions. The Immigration and Naturalization Service (INS) is currently developing the Student and Exchange Visitor Program (hereinafter referred to as the "Program") as an internet-based system designed to modernize and streamline the current process to bring foreign and exchange students and scholars to the United States. The Program provides the capability for electronic data collection on foreign students and exchange visitors -- F, M, and J visa holders -- at government authorized institutions of higher education and exchange visitor programs in the United States. The INS, in partnership with the Department of State and the Department of Education, will direct the Program through which the INS plans to meet the statutory mandate under Section 641 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to collect information relating to non-immigrant foreign students and visitor exchange program participants. The INS cordially invites you to a Technical Conference on the Program. Any institution or vendor wishing to use their internal computer software to provide student and exchange visitor related information to the INS should attend. Any institution opting to enter the required information online at the new Program website under development does not need to attend. At the conference, we will present a brief overview of the Program and provide the technical specifications for the required batch transaction submissions to INS. Conference attendees are limited to one session each. The West Coast conference sessions will be half-day sessions (morning session A and afternoon session B) at Humphrey's Half Moon Inn & Suites in San Diego, CA on August 28, 29, and 30. The East Coast conference sessions will be half-day sessions in the morning only at Embassy Suites in Charleston, SC on September 4, 5, and 6. When making reservations at Humphrey's Half Moon Inn & Suites [800-542-7400] in San Diego or Embassy Suites [800-362-2779] in Charleston, please reference the Program for the discounted room rates of $109 and $99 respectively. Please be advised that there are a limited number of rooms reserved at each hotel and will be available on a first come, first served basis. We request that you limit your stay to one night at the Humphrey's Half Moon Inn & Suites to allow maximum available space for other conference attendees. The West Coast conference A Session begins at 7:30 a.m. (includes 30 minute registration) and concludes at 11:30 a.m.; the B Session begins at 12:30 p.m. and concludes at 4:30 p.m. The East Coast conference sessions begin at 8:00 a.m. (includes 30 minute registration) and conclude at 12:30 p.m. To register, please provide: your organization's name & address; a point-of-contact's name, e-mail address & telephone number; names of attendees from your organization; the desired session location, date, and session A or B for San Diego; and your second choice session.
