Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Managed Care (OMC) through the ADP Acquisitions Branch, Program Support Center (PSC), intends to award a thirteen (13) month sole source simplified acquisition to the National Business Coalition on Health. The objectives of this simplified acquisition are to refine and further test a common, nation-wide Request for Information (RFI) module and evaluation process that will enable employers, other health care purchasers (including State Medicaid, Medicare, and the Federal Office of Personnel Management), and consumers to have standardized, authoritative, objective information about the quality of behavioral health care services provided by managed care plans serving their communities and to support quality improvement initiatives. The project will also further refine and test the pilot Behavioral Health Consumer Report Card so that behavioral health information collected through the RFI process is easily understandable and readily available for plan-to-plan comparison. Closing date is July 30, 2001. This proposed requirement for which the Government intends to solicit only one source is under the authority of FAR 13.106-1(b). Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the services required. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for competitive proposals. No solicitation is available; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 10 days from the date of this synopsis, the Contracting Officer will proceed with the award to the National Business Coalition on Health. =09
