****THIS IS A SECOND REQUEST**** Public notice is given that the General Services Administration (GSA) will conduct an investigation of possible sites to be used for the construction of a new U.S. Courthouse in Mobile, AL. GSA hereby solicits either donation of a site to the Government or a no-cost option to purchase property. A minimum site area of 1.8 acres to a maximum of 4 acres is required within the delineated area described as the area bounded by the following : EAST: Water Street; SOUTH: Government Street; WEST: Claiborne Street; and NORTH: State Street. Sites fronting directly on the perimeter of the delineated area will also be considered. Owners of parcels totaling less than the size of the site specified, but to which abutting parcels may be added to produce a site of the required size, are encouraged to offer such properties for inspection. In compliance with the National Historic Preservation Act and Executive Order 13006, when operationally appropriate and economically prudent, the Government will consider historic buildings and sites within historic districts, in descending order of preference: a). Sites located within historic districts, within the Central Business Area, containing historic buildings suitable for adaptive use. b). Developed and undeveloped sites located within historic districts in the Central Business Area. c). Sites containing historic buildings outside of historic districts (within the delineated area). d). All other sites within the delineated area. Demolition of historic buildings in anticipation of Government purchase may disqualify an offeror from consideration. The Government is soliciting both sites to be donated as well as sites for sale. Offers of a donated site or of a no-cost option to purchase property should be submitted by letter and include an accurate description and sketch of the site offered. OFFERS SHOULD BE RECEIVED ON OR BEFORE JULY 20, 2001. Owners may submit their own proposals. Proposals submitted by agents must be accompanied by documentary evidence of the agent's authority to make such offers. This to to advise persons submitting offers, that, due to procedural regulations under certain laws, options should remain open through February 14, 2003. However, the Government will make every effort to expedite the site selection. GSA representatives will be conducting site investigations in Mobile Alabama on August 14, 2001 and can be contacted on August 15, 2001 from 10:00 am -- 12:00 pm, at GSA's office 201 St. Michael Street, Mobile, AL 36602. The phone number for the office is 334-441-5361. The Government reserves the right to reject any or all offers and to give consideration to sites other than those offered in response to this notice. Mr. Paul Misere is the point of contract for this acquisition. This site acquisition is being conducted pursuant to statutory authority contained in the Public Buildings Act of 1959, as amended. 40 USC 601, et. seq. Pursuant to this authority, GSA is authorized to conduct this site selection without regard to the competitive procurement procedures contained in Title III of the Federal Property and Administrative Services Act of 1949, as amended, commonly referred to as the Competition in Contracting Act. The following criteria are being used to consider offered sites, which satisfy the minimum requirements: 1). The site must be located in the defined delineated area in downtown Mobile; 2). The site must be of sufficient size as defined above; and 3). The owner must have a marketable title. General evaluation factors to be considered are: ability of the site to meet certain environmental requirements, ability of the site to comply with certain regulatory requirements; functionality of the site; and, design development features of the site that would impact the proposed project. In addition to the above criteria, the total cost of the project considering both the acquisition cost of the site and estimated development and operating costs will be considered. The Government will select the site considered most advantageous to the United States Government, all factors considered. In order to ensure that the selected site is most advantageous to the United States, the Government will also consider any unique attributes or other nuances of a site deemed worthy of consideration, even if not listed above. None of the above listed evaluation criteria are considered to more important than any other. However, as sites are evaluated, each site's unique attributes may result in one or more criteria becoming more important as to that particular site.=20
