- Description
- Given genetic characteristics, produce custom lyophilized polymerase chain reaction (PCR) assays for bacterial and viral organisms. The requirement is for the production of custom lyophilized polymerase chain reaction reagents to be used in the Light Cycler (Roche and RAPID models), Cepheid Smart Cycler or Perkin Elmer 7700 Sequence Detector. The contractor is responsible for synthesis of primers, probes and purchase of constituents of the master mix, preparing the various components in the correct concentration and providing a uniform mixture of the reagents. The base constituents for each lot shall remain the same with only the primers and probes varying. Minimum Requirements: Eligibility for facility secret clearance and individual secret clearances; Registration with the Centers for Disease Control, Health And Safety Branch; Approval for receipt of DNA for all agents of the Select Agent List; Registration with USDA with permits allowing receipt of DNA from organisms regulated by USDA; Quantity: Maximum of 600,000 total assays per year. Maximum order limit shall not exceed 50,000 assays for any given reagent during a twelve-month period. One to thirty lots of reagents may be purchased during a year. As new assays are developed, the number of lots may increase. Currently anticipate one production lot of five to ten reagents per year; Unit of Issue: Each; Destination: Armed Forces Institute of Pathology (AFIP), Bldg. 54, Rm. 4109, Washington, DC 20306; Delivery schedule: As needed; Duration of Contract: One base year and four option years; An offeror must be "initially technically acceptable" (or become so by negotiation or be determined capable of becoming so by the Government) or it will be consider not qualified for award and not given the opportunity to participate in the Demonstration Technical Exercise (DTE). The DTE will consist of a demonstration sample product furnished by the offerer for the purpose of testing the reactivity of the reagent and requirements. Thereafter, only those vendors who pass the AFIP's DTE will continue to be eligible for award and will be the subject of the Government's "Best Value" evaluation.
