- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. Request for Quotation, (RFQ) No. FHQ01Q00096 was solicited previously on March 2, 2001 and is cancelled in its entirety. A new Request for Quotation, (RFQ) No. FHQ01Q00097 is now being solicited to replace that previous one. This procurement is being conducted under Simplified Acquisition Procedures (SAP) as Request for Quote No. (RFQ) FHQ01Q00096. PIE CARTS fully assembled -- dimensions are in inches by length, width, and height: 72 x30x60; materials shall be chrome, nickel chrome or stainless steel or any non-rust material (except plastic); four wheels, 2 front stationary and 2 rear swivel; wheels are 5 inches in diameter and material shall not mark tile floors. Carts shall have seven shelves, inclusive of the top shelf, with an 8-inch clearance between shelves. Minimum load capacity 450 lbs. One push handle located on end of wagon where swivel wheels are. Quantity: 100 per year. The first delivery shall be 30 days after receipt of order; place of delivery and inspection is Philadelphia Financial Center, Attn: Warehouse-PFB, 13000 Townsend Road, Philadelphia, PA 19154; FOB-Destination. Unit prototype shall be inspected and accepted by FMS before production units are manufactured. The pie carts are used to transport U.S. Postal trays throughout the facility at Philadelphia. Tray dimensions are one and two feet long by 11"W x"6"H. "A pie cart will be available for inspection at the Philadelphia facility by appointment only, by calling Mr. Ed Schneider at (215) 516-8107. All appointments will be scheduled for Monday, July 24, 2001 between the hours of 10:00 am until 12:00 noon. For admission into the facility, contract Harry Mattes (212) 516-8107. This procurement is a total small business set-aside. The NAICS code and the small business size standard for this procurement are 333924 and 750 employees, respectively. All qualified business sources may submit a quote, which shall be considered by the Agency. Solicitation provisions at FAR 52.212-1, Instructions to offeros-Commercial items (Nov 1999) are hereby incorporated by reference. The Government will evaluate quotes in response to the synopsis/solicitation on the basis of conformance to the specification, delivery schedule, warranty, and price. All evaluation criteria are equal in importance. Award will be on the basis of technically acceptable low price quote. It is critical that quotes provide adequate detail to allow evaluation (see FAR 52.212-1(g). Include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Feb 2000), with the quote. Clause 52.212-4, Contract Terms and Conditions-Commercial items (May 1999), 52.212-05 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Feb 2001), (a) The Contractor shall comply with the following FAR clauses, which are incorporated in this contract by reference, to implement provisions of law or executive orders applicable to acquisitions of commercial items: (b)(1) (1) 52.222-3, Convict Labor (E.O. 11755), (2) 52.233-3, Protest after Award (31 U.S.C. 3553).
