Description

NASA/SSC plans to issue a Request for Offers (RFO) for the construction of the Propulsion Test Operations (PTO)Building. The work for this requirement consists of, but is not limited to the following: Provide all labor, equipment, and materials to grade the building site and drive piles, form the concrete foundation, run all rough-in building utilities, erect pre-cast concrete wall panels and install double T roof panels, install exterior windows and doors, install all mechanical and electrical equipment, asphalt parking lot, asphalt access drive, topsoil and seed building site. The order of magnitude for the procurement is $1,000,000 to $5,000,000. There will be (2) Notice to Proceeds issued. The first Notice to proceed shall be issued after award, to allow the contractor to prepare material submittals and order materials. The second Notice to Proceed shall be issued on or about Dec 3, 2001 for the actual onsite construction. This contract shall be completed within 180 calendar days after issuance of the second Notice to Proceed. This procurement is a total small business set-aside. (See government Note 1). The NAICS Code and small business size standard for this procurement are 233320 and $27.5 million, respectively. The anticipated release date of this RFO is on or about August 3, 2001, with an anticipated offer closing date of on or about September 4, 2001. The firm date for receipt of bids or offers will be stated in the RFO. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". Specifications and Drawings will only be made available from the Bid Distribution Office. Requests for copies shall be made by email to: jason.edge@ssc.nasa.gov or you may fax your request to (228) 688-1141. The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Hard copies of specifications and drawings must be obtained from the Bid Distribution office; however, the closing date for the hard copy received shall be the same as the solicitation, inclusive of any amendments, released on the Internet.
