Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number INV-1-10038 is issued as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. (iv -- Not applicable). (v) The contract line item will be as follows: Clin 0001 Lodging Nights: 150 participants x 3 days $________=3D$_________, Clin 0002 Breakout rooms: 35 participants x 2 rooms x 3 days=20 $________=3D $___________, Clin 0003 General Session Schoolroom (3 participants per six feet table) 105 x 3 days $ ________=3D$___________, Clin 0004 Light refreshments for 105 participants: 1 service $__________, and Lunch- Awards Banquet 1 service for 105 participants $____________. (vi) Description/ Statement of Work: The U. S. Immigration and Naturalization Service (INS) intends to award a purchase order to provide for meeting rooms, refreshments and working lunches for approximately 105 participants of the INS Annual ADDI Conference. In addition, approximately 105 individual rooms will be required to lodge the participants. The conference will be held Sunday August 26, 2001through Thursday August 30, 2001 in downtown Baltimore MD. Specific Requirements -- (B.1) Hotel Sleeping Rooms: The hotel shall have sleeping rooms available for approximately 105 conference attendees, at the government allowable room rate not to exceed $110.00 per day. The projected room requirements are as follows from August 26, to August 30, 2001. (B.2) General Session and Breakout Rooms -- General Session Schoolroom to be set up for 105 participants capacity Monday through Wednesday. General Session Schoolroom would be available daily, from 8am-5pm, and two breakout rooms for 35 participants from 8am -5pm Monday August 27, through Wednesday August 29. (B.3) Area for posting messages. (B.4) Meals- Monday August 27, continental breakfast for 105 participants/AM and PM Coffee Break will be provided, and August 27, through August 29, and Awards Banquet (lunch) for 105 participants on August 27, 2001. (vii) N/A (viii) FAR 52.212-1 Instructions to Offerors incorporated by reference. (ix) FAR 52.212-2 Evaluation of Commercial Items applies to this acquisition. Award will be based on the following evaluation factors in descending order of importance; the technical capability (meeting or surpassing the minimum requirements) is more important than price. (x) N/A (xi) FAR 52.212-4, "Contract Terms and Conditions-Commercial Items", is incorporated by reference. (xii) FAR 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items" apply. (xiii) & (xiv) do not apply (xv) Numbered Note 22 applies (xvi) All responsible sources may submit a proposal, which shall be considered by INS. Questions regarding this solicitation will not be accepted after 2:00 PM, July 17, 2001. Eastern Standard Time (EST). Two copies of the proposal are requested and due July 18 in sealed envelopes/packages no later than 2:00 p.m. EST.
