Description
Background "On 13 Jul 01, the Training Systems Product Group (TSPG) at Aeronautical Systems Center (ASC), Wright-Patterson AFB will release an electronic Request For Proposal (RFP), Solicitation F33657-01-R-0025, for the Tower Simulation System (TSS) program. This will be a full and open competition. Small business are invited to submit proposals. This solicitation is not open to foreign participants as a prime contractor. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24, 11 May 01. The North American Industry Classification System (NAICS) code 336413 applies with a size limit of less than 1000 employees including the offerors and its affiliates. The TSS program will produce, integrate, test, install, and maintain Air Traffic Control (ATC) Tower simulators at USAF locations worldwide. The TSS will provide USAF controllers with the tools needed to achieve and maintain proficiency in the skills necessary to effectively control the airspace in a Military Air Traffic Control environment. Specific TSS objectives are: (1) certify new technical ATC trainee's to become air traffic controllers; (2) train controllers in multiple positions, with aircraft and additional controller interaction and coordination, while building confidence and proficiency; and (3) expose controllers to base mission changes, new aircraft, and unique flight characteristics. The TSS program will procure the following supplies and services under a FAR Part 12 commercial acquisition: (1) Approximately 94 high fidelity ATC Tower Simulators: The tower simulators will be placed in or near ATC towers throughout the Air Force. (2) A Training System Support Center (TSSC) capability: The TSSC will be contractor operated and maintained and will provide the capability for the maintenance and update of the TSS hardware and software. The TSSC will also provide for the creation, update and maintenance of TSS visual databases, moving model libraries, and training scenarios. (3) Contractor Logistics Support (CLS): This support will provide all spares and repair parts, minimum essential critical site spares, depot or vendor repair functions, scheduled maintenance and alignment functions, and on-call dispatch of repair technicians for unscheduled site maintenance. (4) Mid-life hardware upgrade: The TSS may procure a mid-life pre-planned product improvement, or technology refresh, to provide replacement of aging or obsolete Commercial-Off-The- Shelf (COTS) hardware items. The technology refresh will be contingent on the results of a contractor study required by the contract in FY05. (5) Additional systems and support may be procured for other government agencies and Foreign Military Sales customers. The RFP document, and all associated documentation, is posted to the Preaward Information eXchange System (PIXS) site http://www.pixs.wpafb.af.mil/pixslibr/TSS/TSS.asp. It is solely the offeror's responsibility to access the information, which is only electronically available through the World Wide Web on the PIXS site. NO paper copies will be provided. The Contract Line Item Numbers (CLINs) and Option CLINs are located on the TTS PIXS site in the document entitled, ""Final_Model_Contract.doc"". The requirement is discussed in further detail in the System Specification document located on the TTS PIXS site in the document entitled ""Final_System_Specification.doc"". The provision at 52.212-01, Instructions to Offerors -- Commercial, applies to this acquisition. Addenda to provision 52.212-01 are located on the TSS PIXS site in the document entitled, ""Final_Addendum_52_212_01.doc"". The provision at 52.212-02, Evaluation -- Commercial Items, applies to this acquisition. The following factors shall be used to evaluate offers: Mission Capability, Past Performance, Proposal Risk, and Price. Addenda to provision 52.212-02 are located on the TSS PIXS site in the document entitled, ""Final_Addendum_52_212_02.doc"". Offerors must include a completed copy of the provision at 52.212-03, Offeror Representations and Certifications -- Commercial Items, with proposals. The clauses at 52.212-04, Contract Terms and Conditions -- Commercial Items, and 52.212-05, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, apply to this acquisition. Additional contract clauses, requirements, Terms and Conditions, and Special Provisions as determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices are applicable to this acquisition. The text of 52.212-03, 52.212-04 and 52.212-05, and the text of additional contract requirements, Terms and Conditions, and Special Provisions are located on the TTS PIXS site in the document entitled, ""Final_Model_Contract.doc"". Additional attachments to the RFP are located on the TSS PIXS site. This acquisition is a rated order under Defense Priorities and Allocations System with an assigned rating of DO-A1. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process.
