Description

The United States Environmental Protection Agency intends to award a sole source fixed price purchase order to Environomics Incorporated, Bethesda, MD for support services pertaining to policy analysis for investment additionality. Environomics Incorporated has conducted research and analysis for the CAMD on a number of issues related to project-based market mechanisms including the aspects of conformity assessment under another EPA purchase order. Therefore, Environomics will provide the most timely, cost-effective means of completing this project. This notice of intent is not a request for quotation (RFQ) for competitive quotes. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. See Note 22.
