- Description
- Notice of intent to negotiate a Sole Source contract with Technical Resources Group at 3825 Wanda Street, Idaho Falls, ID 83406. The contractor will provide Technical Services in support of the Region 4, Transportation Emergency Preparedness Program (TEPP). The contractor will be required to provide a technical review of DOE transportation emergency preparedness documents based on knowledge of the DOE Region 4 TEPP mission and requirements. The contractor will review DOE transportation plans and documents and provide a technical summary based on DOE and regulatory knowledge. The contractor must have expert knowledge in the use and application of the MERRTT CD-ROM in order to instruct students in the use. The contractor will instruct students to navigate the CD-ROM, walk-thru the table-top exercises. The contractor must also know how to use the MERRTT Go Kits to instruct students in their use. The contractor will have first hand knowledge in the use and application of the TEPP planning tools, which includes the Needs Assessment document. The contractor will assist in conducting needs assessment with state, local and tribal stakeholders in Region 4. The contractor will meet with stakeholders, one-on-one, walk-thru the needs assessment document and checklist. The contractor will then assist stakeholder in determining needs (i.e, training, resources, etc). The contractor must be intimately knowledgeable with the Needs Assessment document in order to assist stakeholders. The Technical Resources Group has extensive experience and knowledge in the application of the TEPP planning tools and is the only source that can provide the services required. The Department of Energy intends to solicit and negotiate with only one source under authority of FAR 6.302. The NAICS Code for this procurement is 541990. See Numbered Note No. 1.
