- Description
- The Government intends to negotiate, on a sole source basis, a firm-fixed price (FFP) order with Ms. Francis Kennedy. This non-competitive action is being issued by Gov.Works under the authority of the Department of the Interior Franchise Fund on behalf of the U.S. Army Research Institute (ARI). This action is being proposed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13.5, Test Program for Certain Commercial Items. The Government has a requirement to obtain the services of a single contractor for the following: to use the Total Army Personnel Data Base (TAPDB) to select stratified samples at individual pay grades for surveys, including a survey of First Term soldiers from the FY 99 cohort; use the Reserve Statistics and Accounting System -TPU (RSAS) from TAPDB-R to select stratified samples of Troop Program Unit soldiers at individual pay grades; develop rosters of soldiers for each Active component or Army Reserve unit, based on the selected samples; use Raosoft software to develop automated, self-contained surveys for use on Local Area Networks and the Internet; prepare materials for distribution of surveys; write programs for an NCS Opscan 21, Model 100 scanner; write analysis programs for SPSS for Windows; produce analyses of data; and write short reports on the work performed. High quality, quick turn around services are essential. The period of performance for this effort is from 12 months from date of award. Interested parties may identify their interest and capabilities or submit a proposal. This is NOT a request for competitive proposals. However, all information received within 10 days after issuance of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
