Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ), number DAQ010039. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. This solicitation is set-aside for small business under North American Industry Classification System (NAICS) code 541410, Interior Design Services. The Small Business Annual Receipts for the firm and its Affiliates, for the preceding three (3) fiscal years does not exceed $5.0 million. Within 30 days after receipt of award, provide proposal for the services of an independent space planner to look at the total current space occupied of 70,141 square feet and the total reduced space desired of 44,000 square feet for 220 employees. Within given sideboards, provide a conceptual layout, recommending appropriate systems furniture and modular furniture requirements by brand name, with an estimated total cost for the purchase and install of system furniture. Sideboards include gross square foot per person not to exceed a goal of 200 square feet each individual workspace shall not be less than 80 square feet, use of GSA Federal Supply Schedule contractors who meet the Executive Order for use of recycled products, consideration of space saving filing systems, Americans with Disabilities Act (ADA) requirements, ergonomic requirements, maximize use of natural lighting and use of existing outlets and dataport. Unused space must be in blocks releasable to lessor for re-leasing. Removing non-structural walls is an option. Upon request, copies of the AutoCad drawings are available. Proposal to be offered as 1 Job $_____________. The provision at 52.212-1, Instructions to Offerors-Commercial is applicable. The provision at 52,212-2, Evaluation-Commercial Items is applicable, and the following shall be included in paragraph (a) of this provision. Quotes will be evaluated on past performance and price each of equal importance. Past performance will be based on the Contracting Officer's knowledge, contacting provided references, and other reasonable sources. Offerors shall include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions-Commercial Items, is applicable. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is applicable, and the following additional FAR clauses cited in the clause are applicable: 52.219-14, 52.222-26, 52.222-35, 52.222-36, 52.246-04.
