Description

Notice of Intent Title: Cooperative Agreement FHWA and National Conference of State Legislatures (NCSL). Purpose: This is a notice of intent by the FHWA to award a sole-source, cost-sharing, cooperative agreement to the NCSL to build a solid infrastructure and promote current program enhancement including outreach activities for the ?Alliance? for uniform HazMat Transportation Procedures and foster a National reciprocal ?State-based? Hazardous Material Safety Permitting Program. The NCSL has the unique experience, expertise, institutional memory to be the most effective provider of services to the Alliance, in the interest of promoting uniform state hazardous materials registration and permitting. The NCSL is the only organization named by the Hazardous Materials Transportation Uniform Safety Act of 1990 (49 USC 5119) to organize and staff the state working group on uniform hazardous materials permitting (the Alliance), that has worked continuously with the Alliance from 1991 through 2001.
