- Description
- The USDA, Agricultural Research Service, National Animal Disease Center, Ames, IA, has the requirement for the purchase of a used (less than one year old) Hybrid LC/MS/MS Quadrupole Time of Flight Mass Spectrometer and Data System with MS/MS capabilities and HPLC. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Award of this solicitation is contingent upon the availability of appropriated funds (See FAR Clause 52.232-18, Availability of Funds). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. 5114-1-2006 is issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The solicitation is issued under full and open competition. Any responsible contractor may submit a quotation. NAICS Code is 339111 with a corresponding size standard of 500 employees applies to qualify as a small business. Offerors are to propose prices for the following system which must consist of: Quadrapole MS-1 mass analyzer, parent ion slection up to m/z 4000 for MS/MS with hexapole prefilter for cleanliness; Hexaple collision cell; Orthogonal Acceleration Time of Flight MS-2 analyzer (5ppm RMS mass accuracy btw 150-900 Da) Time of Flight pulse rate must be variable up to 30,000 spectra/sec and have a mass analyzer of 3.6GHz; Instrument must sample via two 90 degree turns to preserve cleanliness and be more robust; Negative and Positive Ion Facilities; All automatic vacuum pumping system must be water cooled to insure pump life; Ionization interfaces must be removable without venting the instrument and must be manufactured by the same company to insure compatibility; Sampling cone must be removable without breaking vacuum to be cleaned; Rheodyne or equivalent injector; Electrospray probe; Supports both megaflow and nanoflow operations; Software control of instrument and data acquisition hardware; Computer with necessary processors, memory and ability to expand memory, 17" or larger monitor, CD Rom drive, keyboard and mouse, and Microsoft operating software. 18GB SCSI hard disk drive, modem; High throughput electrospary-MS/MS software with data dependent instrument control for automated switching from LC/MS to LC/MS/MS modes; MS/MS metabolism software-must be automated; Megaflow probe; Nanoflow electrospray option; Syringe pump for direct infusion (.002-1500 ul/hr depending on syringe); Software for deconvolution of multiple charged states (>4)(with license) must obtain single molecular mass peak from series of multiply charged peaks in raw data; Biopolymer Interactive Analysis Software Module (with license) must support Swiss-prot and FASTA formatted databases; Fully automatic and interactive Peptide sequence software (de novo); Automated Metabolite identification and processing software; Software control of HPLC from same computer controlling MS; High throughout HPLC for MS. Must include programmable autosampler for any sized 96-well-type plate, in line degasser, column heater, sample heater/cooler, 3 position switching valve for bypass and multiple columns, floppy columns, floppy drive or better for methods transfer, compatable with the Quadropole time of flight instrument mentioned above. Must include delivery of this machine. Must have a programmable needle wash and a fixed or variable volumn injection programmable by the software. Must be able to wash and load while sample is running. Flow rate must 10ul or lower to 10mL or greater per minute. Vendor must be able to trouble shoot software problems by a direct link to the computer (ie. modem). Equipment required is the Micromass Q-tof with a Waters 2790XE HPLC hooked up to the front of the instrument. A machine or combination of machines of equal or greater capability will be acceptable. Freight charges must be included, as well as proper training and instrument setup;. Proposal offering an or equal must submit descriptive data required by FAR Clause 52.211-6 . Failure to demonstrate compliance will be cause to reject the proposal without further discussions.
