- =09 The National Cancer Institute (NCI) is seeking support for the Cancer Therapy Evaluation Program (CTEP). This effort will support the Protocol and Information Office (PIO). The mission of CTEP is to support and coordinate the reliable evaluation of proposed anti-cancer treatments. This is accomplished through clinical trials in human patients, including those that establish safety, estimate efficacy and ultimately directly compare promising treatments with those that are standard. CTEP's Protocol and Information Office (PIO) is the central hub for all protocol related information management for CTEP sponsored trials. The mission of the PIO support contract is to coordinate all administrative aspects related to clinical trial development to assure that quality protocols are developed in the most expeditious and efficient manner possible. Towards that end, PIO collects, processes, tracks and monitors all protocol related information between CTEP and its extramural collaborators (investigators, Cooperative Groups, Cancer Centers, FDA, pharmaceutical industry, other NCI programs, etc.). The objective of the Protocol and Information Operation and Support contract is to: 1) Facilitate the development of quality clinical trials in the most efficient and expeditious manner possible, 2) Minimize the administrative burden related to clinical trial development and management on CTEP staff and the extramural community, 3) Abstract protocol related keywords and milestones into CTEP's enterprise database to assist with Program decision making, and 4) Promote, inform and educate all concerned parties regarding NCI programs, policies and objectives related to clinical trial development and management. This acquisition has been designated as a 100% Small Business Set-Aside under NAICS Code 51491. (See number Note 1.) Competition is limited to eligible 8(a) concerns. The Government anticipates the award of one cost-reimbursement contract with a requirement of 17 FTE's over the first contract year and 139 FTE's over the seven-year period. This acquisition will be awarded as a Performance Based Service Contract. This is a re-competition of Contract No. N02-CM-77026. The solicitation is scheduled for electronic release approximately July 30, 2001. The RFP may be accessed through internet address: http://rcb.nci.nih.gov/.
