Description
Public notice is hereby given that the National Park Service is issuing a prospectus under which two concession contracts may be awarded for the operation of sport hunting guide services within Denali National Preserve, Alaska. The contracts will be for a period of five years from January 1,2002 through December 31, 2006. Guided hunts will be for legally hunted species as defined in state regulations, unless further restricted by the contract or closure actions. Currently there are two concessioners providing the service described in this prospectus. One contract has an annual limit of thirteen clients and the other area has seven. Applicants or their employees must be currently licensed as registered guides under Alaska Statute (AS)08.54.610, or be in the process of renewing a registered guide license. No government owned facilities or structures will be assigned for the concessioner's use. Issuance of the prospectus and the award of any contracts under this prospectus are categorically excluded from further analysis pursuant to the National Environmental Policy Act (NEPA). The existing concessioners have operated successfully and satisfactorily during the term of the current permits. As satisfactory operators with anticipated gross receipts of less than $500,000 for the first year of operation, the current concessioners have a renewal preference as provided in Public Law 105-391 and 36 CFR Part 51. The existing concessioners must submit responsive offers (timely offers which meet the terms and conditions of the Prospectus) in order to receive this preference. This means that each contract will be awarded to the party submitting the best offer, provided that if the best offer was not submitted by the existing concessioner, then the existing concessioner will be afforded the opportunity to match the best offer. If the existing concessioner agrees to match the best offer, then the contract will be awarded to the existing concessioner. Any offer, including that of the existing concessioner, must be received by no later than 4:00 pm on October 11, 2001 to be considered and evaluated.
